This is the only game that brings my 4000 euro PC to a crawl after a certain population. They are never going to get this on 450 euro hardware without doing a major rework of the simulation because the problem is CPU. If I put the game in lowest detail and resolution the slow performance remains.
Only thing they probably can do is cut the simulated citizens by 70 percent and just add 70 percent to all the numbers in stat screens of the remaining 30 percent that is still simulated.
And maybe add in some fake animations and cars to make stuff feel more alive in the city. That way the simulation is kept, cities look alive and performance would be way better. I never understood why they made it so that you could follow 1 citizen for his whole live. Does anybody do this? City building is macro management of needs and traffic, not The Sims or managing your animals like in Planet Zoo.
