is it true that theres been on change to AI etc? only the tech tree has been modified?

Also, as we have been working on CORE2, Lothos has been working on the AI for vanillia HOI2 1.3--he did 99+% of the AIs for 1.0, 1.1, and 1.2. Working on the AI in CORE2 now, would have been wasted effort.
