From that it seems fairly clear that something has happened to or been installed on this computer after 1.03 that stops the game from running, but damned if I can see what it is.

I'm truly not sure what to suggest at this point. When you did the reinstall of Windows 10 up in post #25, was that a clean wipe and reinstall? Or some sort of in-place reset?

I have been totally confused for a long time about what is going on. At least I learned a few new tricks with all this but I really was getting into the game and era again so not being able to play is a bummer.

When the scan now program indicated un reparable errors I went with microsoft help line and they suggested the windows reinstall and offered a total wipe (which I thought meant I would then have to reinstall all other programs or a less drastic reinstall which kept all the old programs and data i had on the computer). I went with the reinstall that kept my old stuff because I am not sure I could get mods like the World War II immersion back or the brubottom, schwabenland and pavoloni ones back for HOI III.

I don't think so, but it only has one line in it so is of no use in our diagnosis, I am sorry.

I see, IMO that explains why the reinstall did not help. MS really should have said it was less likely to help than the full thing!

If those mods are not available in the Steam Workshop, or from the HOI3 User Mods forum here, I guess you could back them up yourself, or engage a local computer shop to do a full backup then the reinstall for you.

Sorry to be back at you again but I have a more specific error message. I went into file manager and found the launcher exe file and tried to launch the game that way. I got an error message that Steam_appid.txt file was missing and also that the file should be found at C:programfiles (x86)\steam\steamapps\common\imperatorrome\launcher\steam_appid.txt which I could not find. I tried a uninstall through steam and then reinstall but still the same message.
 
If I run Paradox launcher.exe by itself I get an error "Steam initialisation failed, is Steam running?". So I don't think what you see there is significant.

That file will be in \steam\steamapps\common\imperatorrome\binaries\ , where Imperator.exe will find it.
 
OK I found the files. I also put a copy of the files Program files(x86)/steam/steamapp/common/imperatorrome/launcher and at least changed the error message from (~can not file steam_appid.txt) to (is steam running and/or is this number xxxxxx really yours). I started steam and got the same new error message. I deleted the steam_appid.txt file from the above pathway (but not the binary pathway and reverted to the old error message that the computer could not find the id file.
 
Please do a full **clean** re-install:

- move any valued save games elsewhere
- "uninstall" in Steam-Imperator
- manually delete both the Steam/SteamApps/common/Imperator AND Documents/Paradox/Imperator folders
- re-install game in Steam, run a Steam Verify when done.
- add imperator.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.
- start the game with no mods active and test

In particular you need to make sure there are no files or folders left under either the Steam Imperator or Documents Imperator locations, before installing again.

If that doesn't help, I'm sorry but I'm out of ideas here. I suspect only a clean wipe and install of Windows 10 will clear whatever problem has occurred here; IMO Microsoft should really have got you to do that rather than just a reset.

If you are not confident in retaining valued files you should seek professional help with this process IMO.

This is really weird (and good too). After totally ignoring Imperator for at least a week I went back in and started it from Steam (as I had done many times in the past). And instead of getting the blue microsoft wheel for a couple of seconds I first got an imperator icon at the bottom of the screen followed by the usual start up that ran initially a couple of months ago. In addition I ran a couple of years of game and could both save and recover/restart the game. I am running Cicero through steam now and an update went out yesterday per the forum/diary and I think it is still a beta. I have no idea as to what happened.
 
I see nothing in the fix list for that update to explain this, but I'm glad it happened!
