OK I have tried again. Moved file to Programx86/steam/steamapp /COMMON/ imperatorrome/game. Please note that a file called "common" is between steamapp and imperator rome. Is that the problem? Also note the game still does not load.
Sorry, that's my lapse, there is always a /common/ folder in that path.
So userdir.txt goes into c:/Program filesx86/Steam/steamapps/common/imperatorrome/game/ (if that's where Steam is installed, you can put it elsewhere).
If that does not create a settings.txt file and /logs/ folder in that place (ie c:/Program filesx86/Steam/steamapps/common/imperatorrome/game/ ) then something else is stopping this game from starting up AND stopping it from creating those files.
Have you run a Windows Update check recently, does that find anything to update?
Can you please run a .NET repair:

That was the .NET repair tool? That's quite concerning.I ran the microsoft product and it did find some stuff to fix/update and also got a message that not everything was welll and sent off a report to microsoft.
It's described on a LiveWire page but it is a real Microsoft utility that comes with Windows, and is certainly safe to run. I have had dozens of people do it with no problem.When I went to run the lifewire program Malwarebytes warned me that the end of the world was coming so I did not run that one.

If both of those find problems I fear your Windows installation may not be okay!
After a Windows reinstall, you'll need to also reinstall the MS modules the game needs:

And again add imperator.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.

When you run the directx_Jun2010_redist.exe file you download, it expands into many .cab files and one dxsetup.exe file. You just double-click on that .exe .However I could not figure out how to run dxsetup.exe on my computer nor could I run dxdiag from the command prompt

Any folder will do, it doesn't matter. It's only temporary. Make one on the Desktop or Downloads, call it DXtemp or any name you will remember. Move the directx_Jun2010_redist.exe file into it and run it there.

The firewall is not the problem, it is the antivirus functionality in WD. Go to its Ransomware feature and add imperator.exe to the "Apps Allowed Through" list in that feature.my windows defender has Imperator and Imperator: Rome listed among the apps that can communicate through the firewall.
Windows security center has both a firewall and network protection and a virus and threat protection subdivision. For firewall I have allowed imperator launcher plus a bunch of steam apps through and for the virus center I had some steam apps allowed and today added the imperator launcher. Unfortunately there has been no change -- The game does not launch after you click the play button on either the desktop or the steam site (same launcher picture on both views).So all 4 Microsoft installers ran successfully? No errors or problems?

I have an exclusion in both the viral protection (found under ransomware) and also the firewall portion of windows defender

I don't think so, as the launcher is built into the game's executable imperator.exe . Obviously it is a different code segment within the .exe .Once you get the launcher up on either steam or from my desktop you have to enter a second command (click the play button) to actually start the game which is where the hang up is. I presume that the click on the play button enters a second execute command but I don't recognize it from reviewing all the files in this adventure so I haven't added it to the exclusions list. Could this be the problem?

I rechecked this. Ransomware is under viral protection in the windows security center and this has an imperator execute in the list of things to let through. I have the same let through under the firewall protection as well which is another level at the same level as viral protection. i also have every steam exe app listed in both places as well

It tells us very little specific about the root cause of the crash, I'm afraid. That Exception code c000005 is most commonly seen with problems caused by antivirus apps, or missing Microsoft modules.

Going back to your OP you says:

If so, try reverting to that version in the Steam Betas tab for this game - does it still work?
