I guess where the last two proposals are mistaken is the simple fact that Germany allied with the US would be completely unbalanced.
The Russians would be too weak.
Plus, what does that (recreating Germany) have to do with the original idea of the Alpenfestung?
The scenario you two propose is essentially what we already have with DD, only that Germany would control western Germany instead of the Allies.
It would also be similar to Barbarossa, only that Germany now could completely focus on one front and has the most powerful allies possible.

If instead Germany is at war with everyone but well entrenched in the Alps, then you have a completely different DD-scenario with three factions at war with each other.
It might be possible via an event-chain to let Germany join either the Allies or the Comintern (could be related to the progress either side is making in conquering the Alpenfestung).
Other possibility would be to conquer it and then puppet Germany.

I'm not saying that my idea is necessarily better than yours, it is just a much bigger change to the original DD-setting, thus a better reason to play it.
After all, the infamous alpine fortress has always been popular in alternate history, thus indicating a huge interest in that theme.
