TBH I wouldnt be suprised if they are completely not in the game, at least the 12th, given its the "hitler youth" division isnt it? I could see that minefield being avoided given the culture of complaints thats built up recently.

They have themselves already confirmed the divison so It may not have swastikas or "nazi youth mass-murder squad" but they probably will have the same units as they did historically. I wouldn't be suprised if they banned it in germany anyways but nevertheless I strongly think they will have it.

One of my favorite games was Close Combat 3 where you had almost complete control over unit selection. Same with the Panzer General series.

Massive amount of sandbox fun, if you've got that trait like me.

They can just change the name to something else to go around censorship, the same way some old games did it for trademarks.
