I more or less remember that it should impact tactics choice, are there any other things? recently I was testing in game and my divisions had 7 reconaissance against opponents 1.2, but I didn't actually saw tactics being countered

A while back I did exactly that, as detailed in this thread. I wanted to come back and test how tactics change one-by-one based on initiative, but didnt get round to it. Long story short, the tactics mechanic is not fleshed-out enough for initiative to matter that much.
The preferred tactic system will also interfere with the tactic weights, and most of the time the tactic you've set to preferred isn't a tactic that counters your opponent.It does allow you to choose 'last' and increase your chance of countering the opponents tactics. But the tactic selection isn't very smart in the first place, and tactics swapping every eight hours means any advantage you gain can be quickly reversed. Overall, it makes the actual impact of recon very low.
Having said that, the movement bonuses it confers can be nice for your attack divisions, and depending on division design that 10% artillery soft attack could be nice.
