What does it take to get an allied USA to do anything remotely useful in Europe?

In my UK game, they've had a large stack of 6-10 divisions sitting around in Calais (when the highly static WWI-esque front is in Belgium) for about a year. They invaded Crete, which I guess is useful, and took Tunis from Italy... only to just abandon the place for no apparent reason, so I (UK) had to scoot in to remedy that.

They've got huge fleets and armies all over the place, but none of them ever *do* anything!
 
1. super big US stack in Bremen 30-100 divs staying and doing nothing. They simply refuse to go into English territory. Even occupied by Russians with zero armies .... Lets do simple test and in save file change control country for these provinces from England to US. Probably they will tend to move in.
2. US stack in Frankfurt am Main surrounded by more then 100 Russians. I reloaded as US and their supply depot is changing every one day. From Paris to Frankfurt am Main, where there is no supply.
3. growing and growing US stack on Jeju Island at South Korea
I have same EXACT experiences. Oh also I'd add that I've never ever seen Soviets win in Europe in 1945 scenario. They either stealmate or get beaten badly.
 
They reduce the infrastructure to about 1%, and then it becomes impossible for anything Soviet to move.
Well, in game terms - soviets can still move, although at lower speeds. And in fact they do move... troops away from the front.

I generally dislike seeing when in AI versus AI game one side always wins, especially so when there is no historical evidence to back up this development.
I'm wondering though - has anyone else seen soviets win in europe? (assuming you weren't playing as one of the major powers involved in the conflict?)

Me not, but i've seen some posts describing how beautiful Europe looks in all-red.
To the ones playing on normal/normal, i suggest going hard/aggressive, despite the better AI it's a cakewalk with Germany, i gave it a try before.
