What does this mean? I tried transferring occupation to different CNs around it.

It seems(atleast from my view) that one of your CNs occupied the native nation but the provinces are distant overseas for him.(probably because it is in a different colonial region.)

The workaround would be to go to the sieged province and transfer occupation from the CN to yourself if you can core them. If they are distant overseas for you as well I do not know what to do, except for making a CN in that region.
 
Do all modifiers that boost legitimacy gain do the same for republican tradition, devotion etc (assuming said modifier can be used across different gov types)? I'm thinking of doing a run where I turn Ternate into a Merchant Republic and was wondering if the "Shared Cultural Heritage" NI would give +1 Republican Tradition

a fair number, but in no way all, of the ideas that gives any of them, also give similar worth of other types of resources ... So you really can't say anything about a case to case basis unless you explicitly go down and reading the files (... or read Wiki in the hopes that someone have already done so) In the case of Moluccan Ideas, it doesn't translate

Mongolia? Mongolia can easily get independence (by going Confucian as secondary and asking Ming for support) and from very easily push east and eat the Manchu's and Korea. Chagatai might have been a valid contender if it wasn't because that you had to be Emperor of China (which in turns means that you'd have to be Eastern of Pagan)

No, they don't. Some ideas/policies does do it, but in the files it specificly says they'll do it.

Oirat since he has the best start. Although Mongolia is also quite decent. Switch to Confusian sync faith and ask Ming to support your indepenence. After you got your indepenence become a tributary and expand east. Kill Buryatia and dev that gold mine for good income.

Stay at war with a random nation to prevent the call for unlawful territory until your vassal has it cored.
 
I am playing as a Poland with Elective Monarchy.
Each time I am loading saved game after one month my rules gets a new Personality skill.
So for example if he had Just after I will load the game he will get a new one instead - for example Fertile.
I am not playing on Ironmode.

It always ticks by 10%. I think I don't understand the question correctly.
