Since institution tech penalty gives a goods produced modifier to trade companies, is it best to wait until a high penalty before embracing?

No you dont wanna pay any extra Monark Points to take tech. Monark points is alot harder to get than gold. To get gold: go to war and steal it from an enemy.

In my First Come, First Serve run (Western tech), I noticed that I got zero separatism in the native provinces I conquered. Maybe this has always happened when I've played as a regular Western-tech colonizer, but if so I never noticed.

My question is - what are the exact conditions for getting zero separatism? There is nothing about it in the wiki. Something to do with tech groups and colonial regions?

When a province has an estate assigned to it that sets an autonomy floor, does the real autonomy of the province change despite the estate effect? For example if I assign tribe estate to a province with LA of 30% which bumps the floor up to 50%, and my ruler has autonomy change personality, will LA lower as it should when I remove the estate in the future?

Yes, it will.

There are NI that can lower separatism. Also Humanist idea group lowers separatism. Also if you already got a core on a province - its yours and you get no separatism.

Where can I check the maximum amount of states I can have and how many states I currently have?
I need to know this!

In the screenshot, 12 states currently, from a max of 31 possible.

I think it's best to start as portugal and try to create mexico. Portugal isn't that strong in europe like spain/france/england, but it's always smart when you decide to release and play as the colonial nation it's best to delete all forts, bankrupt yourself and all the other idiotic stuff for a fast and easy indepencence war.

The reason for mexico is, you can attack the mayans and aztecs to rapidly increase your powerbase and they have gold. After that you can always go for the incans gold.

Which country do rebels get their progress from in occupied lands? I'm sitting on a country, waiting for rebels to spawn, but nothing seems to be happening. They have 20 war exhaustion and it says 30% unrest everywhere, but no rebels are spawning.

The owner- not the occupier.

It's possible that the rebels aren't rebelling due to the AI constantly using harsh treatment- but regardless they will spawn eventually.

Not necessarily.

I just created a thread about an issue I first saw on 1.18, but you can also look at enemies' rebels yourself and spectate a bit.

They tend to jump up and down, following no obvious logic. They are clearly not following the same rules your rebels do.
They might spawn sooner or later, that is correct, but it's not necessarily based on harsh treatment (or even unrest, for that matter).

If a different type of rebels keeps overwriting the old type or if they get -50% jumps on rebel progress you're not going to see anything for a long time.

Did it for fun against Mamluks. 16 years on 24 unrest until the first one spawned. That's way out of the reach of pure chance.

What happens if I diplo vassalize (or force vassalize) a tag while it is at war with someone else?

I recall crimea being at three different wars, one mine. After I vassalized I lead only one of the two remaining wars. I had a truce with the leader of the third one so I assume it white peaced due to that.

But, if I do, will I be able to call in my allies as defensive allies? or does it only happen if it is on the first month of the war being declared originally?

I can vassalize albania whos at war with Ottomans, so I dont wanna play that without allies.

Vassalizing someone makes you the warleader in a defensive war, but only if the target you vassalized was the defensive warleader in those wars.

You will join the war. But only if you can join the war. You can't join a war if you for example already is in another war with one or two of the opponents in the war.

You can't diplo vassal someone who is in a war.

And yes if your vassal was the target of the war you can call in your allies into the war. But the rules for calling someone into a war late still applies. Ie. if the war has gone on to long or the warscore is too high on either side they won't join.

Well damn, I assumed the AI would follow the rules that the player has to on something like this, if they really don't that's ridiculous.
