You need to look for the army that is lead by the ruler or his heir. XCom expires on ruler death. [if there isn't any lands that is at 0 dip], what happened is that their ruler died during the war > check out if their ruler is still flagged as XCom'd (in red). Therefore, everything you're taking, you're paying up full price and taking full aggressive expansion for it. This is the only drawback on waging war for XCom.
Only provinces that you border gets the -50% AE. The rest you'll pay full.

If I am the papal state, I excommunicated France, then I declared war on it, then their ruler died and he isnt xcom'd anymore, but I am still in that CB-War,
can I now Xcom him again while the war is going on?

I have to newly xcom them during the war which is already the correct CB, can I do that?
also it says "they have too much influence in the curia", what can i do? kill my pope?

It was -25 before you could call an ally. But you could full blockade coastal nations and start war with 25% warscore so they couldn't call their allies. Paradox changed that later. I am not sure if it is -30 but I am sure it is lower than -25.But 100% sure about these numbers?

Institutions continue to spread even when I drop the opinion to -100 and keep it there for months.You can use the "non-friendly neighbor province" to slow the spread of institutions you embrace to your neighbours![]()
If you embargo an AI, they often return it which would decrease relations a bit but is likely not worth it unless you've rivalled them or they're a vassal of your rival. Declaring war is another possibility - being at war has a sizable impact on relations and if you have naval superiority (You are Japan, so you probably do) they can't really harm you.Thanks for the response! Investigating further, it appears that the game is looking at my opinion of Wu, rather than Wu's opinion of me. So Wu improves relations until they are positive to get institution spread. Is this correct? If so, is there a way to decrease my opinion of another country? Else it seems that the only way to stop institution spread to Ming as Japan is to not colonize Taiwan or keep Ming intact so it doesn't explode.
