Provided that we have a world conquest going on, it's past 1700 and we have a bit to go.. Regarding war exhaustion and call for peace. In the grand scheme of things how much does the increased coring cost matter? Currently in the above scenario the biggest enemy is coring time. There's stratetical value in waging multiple wars at once, but they're won so quickly that call for peace surfaces. So we can either accept that, or peace out to core, but then over extension will be through the roof.

So, we can either eat WE, OE or risk not succeeding at all, unless I'm missing something.

With WE we have increased coring costs.
With OE we have rebels, practically no foreign trade power (perhaps negligible ) and reduced diplo reputation, meaning lower vassal integration speed.

Don't want either but will probably have to choose. Which scenario is probably less worse? Or is there something more to evaluate ?

If depends on whether you have sufficient admin mana.

After dip tech 23 or 26 (whichever one gives access to the final and best CBs of imperialism and nationalism) you don't really need to keep researching dip techs. Spend your dip mana during peach deals and buying down WE and only research if you are swimming in dip mana.

Overextension rebels can be managed if you have sufficient troops to deal with the rebel stacks. I'd buy down WE as a priority and try to manage OE by conquering while your last war's gains are being cored each time.
