Pretty sure they do start with K. But I think they start the K count after they're done with the C** colonial tags. So, if the last colonial tag is C74, the first client state should be K75. You do see things like K01 later on in a save file, but I think they would only come into play if you cycle through K75-K99.

To be sure, enable "debug_mode" from the console, hover your mouse over a province, you'll see both the province number and the owner's tag.

To trigger the Ottoman mission to conquer Hejaz, must one or must one not take Ma'an from the Mamluks?
You don't need to own it, but it won't stop the mission from triggering. You need to conquer Alexandria before you get the mission.

I'm playing as Inca for the first time. Before 1.16, did I need a core next to a Western tech nation to reform or could I just use a colony? I don't want to reform now based on the new mechanic and not get the tech boost!

Should I westernize as ottomans in 1.16.2? I do keep up tech but ideas take forever to do, like 1 idea every 2 tech..currently at 22/21/23
... you've left it way too late. (Unless the option to do it by conquering Vienna is still available, in which case you've just left it very late.)

I don't even own EU4 base. Don't tell me the only way now to install EU4 is buy the base game and install one by one the 10 or so expansions? Is there some other way to get EU4 and all expansions?

The expansions take practically no time to install as all the data is included in the base game, those files just contain the unlocks for the various DLC (at least the gameplay expansions, the unit/music packs might be different from a size perspective).

I have a question about movement/military access. I'm not sure if this is a bug, I'm guessing it is, but since it's been a while I last played EU4, I'm not entirely sure.

My units are in Lucca and I'm trying to get to Parma, but the game won't let me move there.

So it's download away, one buy one? I wish the main install always was a "bundle pack" containing every expansion included, and from there future expansions could be installed. And if the main install always was a bundle pack, charge more for it, because after all, it's done for the sake of convenience. And again from there download separately any future expansions.

You're at war with Castille who have occupied Genoa?
That's not a bug, that's how forts work. The fort at Genoa is stopping you from moving there, also the reason you have to path completely around it to get to Savoy.

Steam installs the DLCs automatically when you buy them - and for the gameplay DLCs (as opposed to the sprite / portrait / music packs) mostly that's a process of downloading a token that tells the game you're allowed to use the DLC in single-player or when acting as the host in multiplayer. (In MP the host decides what DLC is in use, and doesn't need to worry about whether the other players have bought them.)

You can buy them in any order, and you can skip the ones you're not interested in.
 
Ahh so 10 expansions for 15 dollars each is $150. Why not have just one main install with all current expansions, and even charge utmost of 45 or 50 for it? it's still a discount. And I'm just writing this not necessarily to you but incase a Paradox dev. comes across and sees it.

That's not a bug, that's how forts work. The fort at Genoa is stopping you from moving there, also the reason you have to path completely around it to get to Savoy.
Castille didn't have anything occupied in Italy, those are just my claims. I can't take more screenshots because I just kept on playing, but I found that movement really strange.
