If the owners capital is on another continent, they get +0.08The Enlightenment appeared in Milan. Constantinople has a university (as does Skopje for that matter), and they are getting:

What makes you think that you can't have CNs as a Native American? They work the same in regards to CNs as any other nation: If you have your capital in a colonial region, CNs will not automatically form. But if you annex a country with CNs, you will get the CNs. Then you can give them more provinces via the subject interaction. And if you move your capital to a province that is not in a colonial region, provinces in colonial regions where you already have a CN will be added to this CN and you will form CNs in the other colonial regions if you have at least 5 cored provinces there. That does not apply to colonial regions that are on the same continent as your new capital(e.g. if you move it to Bermuda)I was wondering what would happen to a colonial nation If I (Nativ American) full annexed an European?
it should become my subject, but as I cant have colonial nations, would it turn into a normal subject? would it still be a CN and cost no relation ship?

Explanation; I am playing a game as Aq Qoyunlu and my big Eastern Neighbour former-Timurid Khorasan has Guaranteed the Indepence of our common neighbour Baluchistan. Now I noticed that Sindh declared a Conquest war against Baluchistan, without Khorasan joining the war, but they are still guaranteeing them and will join if I attack. It's not that i worry about them joining against me, but i just noticed it and started wondering and google'ing.
when do I get colonialism CBs against other nations? do I have to have cores bordering their colonies or do non cored provinces count aswell?
