If an achievement is 'As X do Y' are you able to form another nation?

Specifically if the nation requirement is listed as a starting condition on the wiki.

Example: If playing as Pegu; you convert to Shan and become Shan, are you still eligible for the Sailor Mon achievement?

Another example: Hormuz -> Arabia or Persia for Strait Talk.

I know some acheivements specifically have a requirement that you are still the country in question [EG: Hessian Mercenaries]

As said above, bets is to check the achievements txt file, but you can also use the Wiki, and so far I have not seen errors in it. In the wiki, the second column gives you the starting conditions, and the third the achievement conditions (what you should do). If the country is repeated in both, that means that you should start with a country and remain this country to have the achievement (that is the case for Strait Talk or Hessian Mercenaries). If it is only in the starting condition, you can swap tag and still be eligible (that is the case for Sailor Mon). If it is only in the achievement condition, that means you should change to this tag to have it (this is the case of Spain is the Emperor or This is Persia!).

The equation for attritional damage can be found in the wiki here. In your case, assuming that there is no weight modifiers from the general (i.e. no general, or general with 0 manoeuvre), and that there are no additional province modifiers, you will have (20/10 + 0 - 10) * (10/10) + 0 = 10%. However, there is an attrition cap of 5%, so your actual attrition is 5% (see here).
 
I want to revert back to the 1.28.3 launcher. I tried once and the game just keeps crashing at the "creating borders" point of startup. When I reverted back before I just deleted the settings file before reverting (as recommended), What I would like to know is what all (files, folders, etc) I should delete before reverting to make sure it is a clean action.

Basically you need to get rid of everything; save files, mods, gfx, settings and so on.

Previously it would be as simple as deleting(or moving) the EU4 folder in Documents\Paradox Interactive but now with mods hidden in the steam folder you need to do that too. Should be something like \steamapps\workshop\content\236850\ wherever your steam library.

it try to get the 'Qing of China' achievement. After forming ching from Manchu i thought i am the 'Emperor of China'. But i did only get the 'Manchu Candidate' achievement.
What do i need to do to get 'Qing of China'?

For the achievement you need to own all provinces in the super region and you need to be emperor of china. To be emperor of china, you need to use the "claim mandate of heaven" peace term in a war which you declared with the Take Mandate of Heaven CB.

I guess it would have been smarter to stay Manchu-Horde and conquer more of china before forming qing.
Well :) Lesson learned.
If I'm not mistake, there is a mission that will give you cores on all of China. I haven't played as Manchu/Qing, so I'm not sure if it's a Manchu or Qing mission. If you can get it, it will make your life a lot easier.
 
It's 1688 as Great Britain, and I'm sitting at 5055 development directly controlled. I have another 1500 development under vassal control. I'm about to integrate Castille and Denmark (1044 development combined). Between 1669 and 1679 I was stuck in a war with Commonwealth to neuter them a bit (since they have a ton of forts) and aside from the smattering of provinces inside them I didn't expand at all. I'm just about to finish off Aragon, and after that I want to focus back on the Indians since I've neglected them a bit.

Can I pull off a WC from this?
 
It depends on your absolutism mostly, and on your idea groups too. If you're at 100 it should be rather easy, but if you still have english monarchy you're gonna need to fix some things, go revolutionary to get rid of it, and it's gonna be stressful to handle rebels depending on your configuration.
 
What are your ideas? How is your absolutism? It looks doable to me. GB idea set has -15% diplo annexation cost so I could myself releasing bunch of small vassals post a large conquest and rapidly diploannexing them with help of Influence ideas to speed up blobbing.

Edit: You can easily become emperor and pass reforms if your religion matches with HRE. Even if you don't want a HRE WC, 10% CCR would help surely.

Absolutism is 103 currently. I used the civil war to convert into a Presidential Dictatorship and upon becoming a Monarchy again I buffered the first level of reform so I lost English Monarchy. My ideas are:

Exploration
Admin
Humanist
Influence
Offensive
Quantity

I took Quantity fairly recently but I was really struggling with Manpower against the Commonwealth and Ming will be even worse to face. The future ideas will be Diplomatic and...Defensive/Quality, maybe?

I broke the HRE long ago during my waiting period to get NW development allowing me to move my capital to Massachusetts.

Aside from the CNs I received from integrating Portugal, I have Castille, Sweden, Denmark, Naples, and Lan Na as subjects.

I do have plenty of saves I could return to if I think I need to. I should have conquered Bengal to connect my lands and start draining Mings mandate, for example.
