Hello! I think flags are cool so I'm adding a bunch of them to Victoria 3.

Paradox did an absolutely amazing job with the flag set in this game -- tons of fun and flavourful designs that really give off a strong Victorian vibe. But there were so many awesome flags from the period that didn't make the cut, and I think it'd be cool to see them in the game.

Right now I've only touched a few countries in South America since that's where I first noticed some missing flags. But eventually my plan is to add new flags all over. I'll detail the specifics of what's in this first version down below.

I'm going to focus on historical flags from the period that aren't in the game, but I'll also try to improve the puppet ensigns where I can and add in some realistic alt-history designs for different government types. (I won't be touching any fash stuff though. That's not really my idea of a good time.) Design wise, I'll be trying to stick to flags that could have plausibly existed before, say, 1950.
I hope you like them! I think even the incomplete set improves the look of the early game in a nice way. And if you have any requests or suggestions, please add them below. :)

Changes in v0.1.0

PRG.png
PARAGUAY


1. Paraguay now starts with Dr. Francia's sky blue flag and will switch over to the tricolour in 1842 (or if the government changes away from a dictatorship.) The flag will also be used by a theocracy in any time period.
2. The red-yellow-blue tricolour, which was used for a short while in 1812, is now used for monarchies. The middle stripe includes the coat of arms of Asunción with roughly accurate colouring for the period.
3. The green-white-blue tricolour, also in use around that time, will be used if Paraguay becomes a puppet state of Brazil.
4. The default puppet flag is now a new sky blue ensign with the coat of arms of Asunción in the fly.

Other changes: The standard tricolour is now used for both oligarchies and democracies.

BOLIVIA

1. The first national flag from 1825 is repurposed as a communist flag, just because it feels like a nice fit for the aesthetic.
2. The Peru-Bolivian Confederation now has its actual flag. This flag has the same trigger as the custom Peru-Bolivia country name. (i.e., if either Peru or Bolivia controls both La Paz and Lima)
3. The flag of the 1809 La Paz Revolution is used for revolutionary or secessionist Bolivia.
4. The yellow and green Bolivian royalist flag is now used for monarchies.
5. Bolivia now has a new puppet ensign based on the "minor" version of the 1825 flag.
6. The flag of the Republiqueta of Santa Cruz is used when Bolivia is a puppet of Argentina
7. The Santa Cruz separatist flag from the early 20th century is used if Bolivia has its capital in Santa Cruz and does not control La Paz.

PERU

1. The Protectorate of Peru flag from 1821 is used for monarchies, since José de San Martín wanted to establish a constitutional monarchy.
2. The flag of the Republic of South Peru is used when Peru is a puppet of Bolivia (which happens frequently at the start of the game.)
3. The blue flag with a sun, first flown by British soldier Guillermo Miller in 1820, is used when Peru is a puppet of Great Britain.
4. The 1822-1825 tricolour, is flown by revolutionary or secessionist Peru.
5. The red sun in the puppet flag is replaced by Peru's coat of arms.
6. Absolute monarchies get a new alt-history design, loosely inspired by the Protectorate flag, with the coat of arms of Lima in the middle.

Other changes: The horizontal version of the 1822 tricolour, which had been used as the republic flag, is now only used if Peru is a puppet of Argentina.

Changes in v0.2.0

This update adds a handful of flags from the Pacific:

HAW.png

HAWAI'I

1. Hawai'i now starts with the Union Jack on its flag, which is something it actually had as an independent country.
2. After 1845, the flag updates to the current eight-striped version.
3. The Union Jack stays on the flag if the country becomes a puppet of Great Britain or the United States, but updates to a dynamic ensign for any other overlord.
4. I've also added a fictional new communist flag with the colour scheme from the Kanaka Maoli flag. That flag is from the 1990s so it's a bit anachronistic, but it felt like a good fit for an alt-hist communist flag.

TONGA

1. The Marist "Ave Maria" flag that's in the game right now was probably the flag of the Kingdom of Uvea and not Tonga. The 1862 flag is used at game start instead.
2. In 1866, Tonga switches over to its current flag.

NAURU

The modern flag from 1968 is replaced by a national flag proposal made by the Chiefs of Nauru in 1924. That flag was never adopted but does come from the game's timeline, so I think it's a better fit.

The Tahitian flag from 1829 is added to the game.

In YT stream upload I saw, Italy formed by Two Sicilies had a flag with Savoyard coat of arms, as Sardinia-Piednobt was the original unifier. Would be cool to have more variants to unified Italy.

That's a good idea! I don't think the trigger system lets you get super granular with who unified Italy, but you can at least have a different flag if the ruler's culture is South Italian. I'll add that to the list.

If I may ask a question:
what files do you need to change to get the game to recognise new flags? I'm having some difficulties in this regards.
Are you asking about this mod specifically or changing flags in general? This mod doesn't need any files to be changed. You can just install it from Paradox Mods and activate it in the launcher.

Sorry, I am asking about modding. I am making a mod to make Nova Scotia more robust, but there are only two defined flags for the country. I added some new flags into the Coat of arms folder and gave them definitions from the flag_definition folder (with triggers) but they aren't coming up in game but I don't understand why. Perhaps there is another reference missing.

Yeah, all you need are new flags in the coat_of_arms, and then a new flag_definition. The only thing to watch out for is that you want all of your flags, new and old, in a single flag definition. (i.e. inside a single NVS = { } section.)
 
Changes in v0.3.0

This update adds a whole bunch of flags to Canada! Canada's a lot of fun, because there are a ton of unused proposals from around this period. I probably only scratched the surface.

CANADA

1. The base game republic flag with the blue stripes is now replaced by a popular flag proposal from the 1940s.
2. Republics now also retain a red ensign style flag if they're a puppet. By default they use the 1946 proposed ensign with a gold maple leaf.
3. Communist Canada has a new flag, based on a banner flown by the Mac-Paps during the Spanish Civil War.
4. Independent absolute monarchies use a Canadian banner of arms. This flag was John Matheson's original proposal for the national flag in the 1960s.
5. Independent constitutional monarchies keep the current maple leaf flag, but with a slightly older looking leaf to fit the period a bit better.
6. If you're a puppet Canada and your capital is in the Prairies or the Arctic, you will get the white ensign flag proposed by the Manitoba Free Press in 1916. Mainly what this means is that an HBC-unified Canada will probably end up its own special flag, which I think is fun
7. The oligarchy flag in the game is replaced with the flag it seems to be based on: a 1931 national flag proposal by Gérard Gallienne.
8. Puppet oligarchies use Sir Sandford Fleming's national flag proposal from 1895.
9. There's now a unique American puppet flag, a recreation of a flag proposed in the 1960s that looks like it could have come out of the civil war.
10. My favourite change is that any Canadian minor pursuing confederation can now get a dynamic ensign if they get the right combination of provinces. The four province ensign appears after you unify New Brunswick, Nova Scotia, Upper Canada and Lower Canada.
11. The five province ensign appears if you add Manitoba.
12. The seven province ensign appears if you add B.C.
13. And the nine province ensign appears if you add Alberta and Saksatchewan. Note that you don't have to control the entire in-game state for any of these triggers. You just need some of the state, and for the original tag to be part of confederation. So the U.S. controlling that chunk of the Prairies it usually takes over won't break anything.
14. Finally, the ensign will switch over to a non-dynamic coat of arms in 1922.

The ensigns are a little railroaded right now since I just used actual flags from history. Maybe at some point I can swing back around and come up with alt-history versions for different combinations.

I'm actually planning to have that flag, but only for for Upper Canada specifically. The Canada tag in game is definitely supposed to represent the wider post-Confederation Canada, and I don't feel like it ever would have used the Republic's flag.

Changes in v0.4.0

This round adds a bunch of new flags to Africa. There were not always a lot of real 19th century African flags to draw on, so there are a lot more anachronisms and alt-hist flags in this update. Still, I feel like it's an improvement over the randomly generated flags in the base game.

FUTA JALLON
1. The country now starts with a rectangular version of the historic flag of the Imamate of Futa Jallon.
2. It also has a custom ensign with a small-offset overlord flag, like it had in real life after France took over.

KON.png

KONGO
1. Kongo now starts with a (possibly ahistorical) 17th century design, similar to the one used in EU4.
2. The cross is also featured on the default ensign. I'm avoiding any colonial Congo Free State symbols because that's a different tag.
3. The republic flag is based on the Musikongo flag. The design is from well after the game period, but it's simple enough to not look impossible.
4. The Musikongo flag itself, with a central star, is used as the communist flag.

LOANGO
1. This is an actual historic flag from the period. The seven three-pointed stars represented the eyes, ears, nostrils, and mouth of the king.

BORNU
1. The default flag is a 15th Century flag from the Vallseca Atlas. Sometimes the colour is shown as brown online, but the original flag is a golden yellow.
2. The colonial ensign is totally made up, but the palm tree was attributed as the emblem of Kanem in the 14th century Book of Knowledge of All Kingdoms.
3. The Republic uses the Kanuri tricolour from the late 20th century.
4. The Kanuri flag is sometimes shown with a star in the bottom right corner. That flag is now the communist flag.

WADAI
1. The Wadai Sultanate still exists, and though it doesn't have a flag, it does have an emblem: a book and a sword surrounded by a wreath. I think it actually makes a nice starting flag. And coincidentally it resembles the randomly generated one in the base game.
2. Since Wadai covers most of modern Chad, the Chadian flag (designed in 1959) is used as a republic flag.
3. The flag of FROLINAT, which comes from the mid 1960s, is used as the communist flag.
4. The colonial ensign has a crescent and star. This is inspired by an attested (but maybe fake) flag of French Equatorial Africa.

DAMAGARAM
1. There was no flag I could draw on here, so I used a red sword on white, which is a very prominent symbol on the Sultan's palace.
2. There is also an ensign version of that flag. Totally invented but kinda cool looking.
3. The five-striped Hausa flag from the 1960s is used as the republic flag.

DARFUR
1. The modern flag of Darfur is added to the game for most government types.
2. There is also a version of it with an offset crescent for a colonial ensign.
3. However, I think the flag looks a BIT too anachronistic for gamestart, so I've created a new pseudo-historical starting flag, inspired by the Sultanate's coinage and by a banner in the throne room of Ali Dinar.

I think in the next update I'm going to tackle some European countries. Maybe Italy, since I've gotten some great suggestions there.

Your Mod looks so well, I've not still bought the game, Christmass list, but I have some suggestion for Spain and Iberian Peninsule.

SPAin:
Sure default and republic (for late time) are perfect, but there is place for many things.

During the negotiations there was a debate between various options, including the one of the Second Republic, but none achieved acceptation, only on shield. CATalonia looks well, but I have a pair of comments
1) Absolute Monarchy is not needed in my opinion, the default flag should be used for any monarchy there

NAVarra uses two flags:
1) Ikurriña for a Republic is correct, but also for any State if a Subject of Great Britain

This one starts in Europe and then goes all over the map. Lots of neat flags this time around!

ITALY
1. Constitutional monarchies now have the civil version of the flag without the crown.
2. Here's a big one, the coat of arms on Italy's flag should change based on who unifies Italy. It's a little hacky, since you can't actually track that with triggers, but it'll work most of the time. The Bourbon-Sicily arms will appear if your monarch is South Italian (which generally will mean that Italy was unified by Two Sicilies.)
3. There's also a crownless version of this flag for constitutional monarchies.
4. Italy's current civil ensign will be used for monarchies where the capital is in Emilia, Tuscany, or Venetia. This should more-or-less cover unification by other Italian minors -- although if you move your capital to a different state the old flag will appear.
5. Theocracies now have the Papal crossed keys and tiara on the central stripe, which should cover a unification by the Papal States.
6. Italy's republic flag is unchanged, but now has a subject version with a coat of arms on it.
7. There's also a blue ensign with the arms from the civil flag on the fly if a monarchy becomes a subject.
8. The old dictatorship flag with the Napoleonic eagle is now exclusively used as the French puppet flag. The version without the eagle replaces it.
9. The communist flag has a new design based on the flag of the Garibaldi Brigades. (This is one case where slapping a red star in the middle of a tricolour actually makes perfect historic sense.)
10. The flag of Young Italy from 1831 is now used for secessionist or revolutionary Italy.

TWO SICILIES
1. The blue and white "land flag" is used as the default Constitutional Monarchy flag
2. ...Until you research Nationalism. Once that tech's unlocked, the country's 1848 flag with the Italian colours on the border gets used for Constitutional Monarchy instead.
3. The shortlived 1860 flag with the tricolour on the central stripe is used for puppets of Italy or Sardinia.
4. For other subjects, there's a new white ensign based on the flag of the Royal Sicilian Regiment.
5. Communist states now have a flag based on the diagonal Sicilian bicolour.
6. The Carbonari tricolour, flown in Naples during the 1820 revolution, is the new Republic flag.
7. However your capital is in Sicily instead of Naples, the Republic flag will be the one flown by revolutionary Sicily in 1848.
8. Oligarchies now use one version of the flag of the Parthenopean Republic from 1799.
9. The base game republic flag is now exclsuively used as the French puppet flag. The shade of blue has also been lightened.
10. The flag of EVIS from the 1940s is used as the American puppet flag.

PARMA
1. Parma now has two sets of monarchy flags -- one before 1848 and one after. Technically this should be tied to the death of the starting monarch, but since there's no trigger to track that, I put down a date instead. The pre-1848 absolute monarchy flag is the country's old civil ensign, and the constitutional monarchy flag is the red and white flag currently in the game.
2. After 1848, the pinwheel flag from 1851 is used as the absolute monarchy flag, and the blue and yellow flag currently used as the republic flag becomes the constitutional monarchy flag.
3. The new republic flag is the traditional city flag of Parma.
4. An early version of the pinwheel flag from 1850 is used as the dictatorship flag.
5. There's also a new fictional communist flag, inspired by the same motif.

TUNISIA
1. Tunis starts with its modern flag -- it was actually adopted all the way back in 1831. The five striped flag is now just used for Oligarchies or Dictatorships.
2. The puppet version of the flag has a very small canton, as it did historically.
3. If an absolute monarchy becomes fully independent (i.e. not a protectorate) it uses the Bey's 19th century standard. This was a common sight on flag charts during the era. I love the look of this one.
4. There's also a unique fictional communist flag.

LIBERIA
1. The Liberian flag has the correct 11 stripes instead of the 13 in game. The flag is now used as soon as Liberia becomes fully independent.
2. The cross flag is now used when the county's an American puppet, an American protectorate, or a theocracy. (The cross is also very slightly tweaked to be more accurate.)
3. For all other overlords, there's a new blue ensign flag.
4. There's now a fictional monarchy flag with yellow stripes and a crown. This is actually inspired by a flag commonly (but mistakenly) attributed to the colony of Maryland-in-Africa
5. There's an entirely invented communist flag as well.

MISKITO KINGDOM
1. The country now starts with the Miskito Royal Standard from 1845, which includes a malformed Union Jack
2. If the country becomes a republic, the crown in the lower right is replaced by the Miskito coat of arms.
3. And the Communist flag is an inverted version with the Union Jack at the bottom right. (This is actually inspired by a real Miskito flag from a few years ago, although that one was not supposed to be communist.)
4. If Miskito becomes a puppet of Nicaragua, its historical 1860 flag is used.
5. And if any other country puppets it, it becomes a dynamic ensign instead.
