I assume you have a start key?
Alt-Tab also works.
I don't know the particulars of Italian keyboards, but I assume they have these keys.
 
Alt tab should work, not always a great idea to do that when playing games though. Going back and forth can cause problems, I have not heard of any specific ones with Paradox games, but other aplications do have problems.

No, alt-tab doesn't work. But there must be a way, for sometimes it happened me to switch accidentally to Windows during a game. But, damn, I never found how it was possible.

Could be anything, like a backgroundprogram making fuss. A background program may trigger to the foreground/userinterface and cause the game to minimise.

Anyway, as Castellon wrote, going back and forth with alt-tab may or may not cause problems while playing games and is therefor something not to rely on. I guess there are several factors involved... but as a general rule of thumb, one should avoid it if 1) one is not sure it does not cause problems 2) there are no other way to do something you must do while playing.
 
Let's run an experiment:
Try opening wordpad, then start HOI, then press and hold alt key, then hit tab key.
A pop up window should apear that allows you to chosse which app to switch to. by hitting the tab key you can cylce through them. select wordpad. does this work?
 
You may also want to try Ctrl-esc for the start menu.
