Btw. May be you will like it. Made it long time ago: Italian flag in case if Italy formed by the Two Sicilias (Bourbons). You can see the idea was following: similar to the traditional Savoyard Italy flag, but with simply dynastical coa of the Sicilian Bourbons (traditional fleur-de-lis in red frame). IMO looks quite stylish :)

Polish Constitution from 1980 tells:

"(...) sure, but in fact it supposed to be in usual Vicky projection: speaking Photoshop language, you rotate flag canvas when making Vicky shields on 90° CW, not 90° CCW… I believe you got the point: it is just odd that only Polish flags are made to fit some “exceptional” rules. ;)

I rotate all other flags on 90° CW because I don't know Constitutions of every country over the world ;) ... on Polish Paradox games forum called EUFI were "few" complaints about wrong rotation of various Polish flags so I've decided to make first according to every laws and wishes Polish flag with correct colours and rotation. Eagle on monarch flag is placed horizontal just because I think that on plane one-coloured flag symbol looks better in that rotation, that's all. I've made many flags that way and I don't think it have to be changed.

What you say about the hoisting of the vertical flag is right

But this applies to all flags, also (not only for the Polish one):

Wenn eine Flagge senkrecht von einem Flaggstock mit Kreuzstab gehängt wird, befindet sich die Oberkante der Flagge auf der linken Seite des Betrachters,... .

Translation into English:
Is a flag hanging vertically on a flagstaff with a crossstaff, the top edge of the flag is for the viewer on the left side,... .

So if you turn the polished shields than you have to do that with the shields of all countries, too. (I think that little mistake of the paradox-team is not so bad that such great effort to correct this is necessary.)

You have to really don't like me ;) I've made only one exception for one not-existed in VIP country like Poland. Forgive me I've made it for my country. If I had much more (really much more) time I could make all flags in correct rotation. I think I could finish that project in 2009 or 2010 when I'd found all needed source flags, but then it will be (I hope) Victoria 2 and every works on Victoria could be hold.

Well, dudes, in fact it is not that hard to do it. Just take your ready flags and rotate them horizontally ;) :)

EDIT: Additionally you will need to replace the four shields view, and this is not very easy in fact :D

Hungarian monarchy flag. The traditional banner of the Arpad House, used later as the symbol of the Magyar monarchy. It is used even today by the monarchist and conservative movements of Hungary. I like it much coz it is looks really so special. :)

1. I think that Hungarian flag is too small (shield would be invisible in game) and too old (9th. Cent. - 1301). We still should use current flag, also too old (1301-1382) or use flag of Kingdom of Hungary (1867 - 1945) - actual base flag.

2. Monarch Danmark - Should be added.

3. Monarch Norway - Should be added.

It is almost the same as Nepalese in proportions. And as I said it was used later too as one of the monarchy symbols and sometimes even nowadays. Check this “modification” for example (regarding proportions):

Alternative it could be made in ordinary shape: just red-white-red-white stripes of the Arpads (without the odd fleur-de-lis of the Anjou as at the present variant in VIP).

Slovakia:

Republic - flag included in VIP is actually flag of Slovenia. I have two propositions:
1. Historical flag of Slovakia 1848-1868 and 1919-1938:


- looks like modern Russian flag but could be used because Russia has no that flag in VIP in any type of government (only flag named "rus1883.bmp")
or
2. Modern well known flag of Slovakia in correct colours:
