"Gentlemen, i must tell you that our great city, is in grave danger of hunger, i see no other option that acceppting the conditions put upon us by the so called mayor of Blackborough however, i will warn you all that failing to be obligated to follow the demands of such men will ruin our lands as such i bring you a proposal to fix the situation long term and keep security of the feeding of the city in those we can trust. The D´Horti-Mediza compact ask for your economical financing in hopes of cutting down much of the forest in the south of silverton and plant it for next season of crops, as such we will only have to submit to such outrageous prices for short. We ask the steem city to finance 9000 pieces of coin to cut down the forest, attract people to the new farms, prepare the land and cultivate. Look at this as a investment in the security of the city. Of course the lands will be own by my steem family, one that have keep the flown of minerals from the mountains since centuries ago without interruptions at all. I submit to your consideration"

I'll probably accept your's late Rovsea.

Edit: Actually better option.

Make two sets of orders. One fore if the Echelon votes yes, and the other if the Echelon votes no. That way you can still get them in even if the Echelon is slow to vote.

Henry shook his head. ”Have you lost all sense D´Horti, not only is it extremely expensive plan but you are asking that this city freely gives you large grants of land, and money to boost simply for the privilege of us already having to pay the expense of having it cleared. Surely you haven’t expected us to accept such an agreement. I have plenty of land already, ready for use and farming, I can ride for days and still be within my own lands and to resettle farmers there, even refugees, giving them a proper future and home to secure both their own future and that of Abrana can be done so much cheaper by me, it will barely cost a tenth of your proposal.

I will happily sign a proper feudal contract with many of these refugees, giving them a livelihood and ensuring that Abrana prospers. Surely it would ensure that the refugee and food problems lessen themselves quickly, and that the refugees do not seek to pillaging to ensure that they are fed. Or cost the city a fortune to remove a forests which is perfectly able to stay and provide future resources, both for our hunters but also for woodcutters in later generations.

As for the proposal by Blackborough, what other choice do we have, of course I support it as the other options are nonexistent. As to Islwyn Evens, if you are already providing food, why would we need to buy more to feed the city of Abrana?
 
Lord Wallace stood up to talk to the rest of the echelon.

"My fellow lords, I agree with the plan to get food from Blackborough, and vote aye to it."

He generally didn't say much in the assembly. Or in public at all Lord Wallace was a taciturn man. He is serious, aloof, and very cautious. However, Wallace did have an idea though, that he wanted to implement. Although serious, he was also kind hearted, and the discussion in the Echelon had got his mind thinking about the refugees in Poorton. He sat down and began to write a letter to be turned into a flyer to be passed around Poorton.
Dear people of Poorton,

I am aware of your plight. I am Lord Wallace of the House of Tolly, and I wish to help you. I will be offering work to men and their families who can work on my estate for protection and a stable lifestyle in exchange for work and a part of the harvest, as well as emergency military service. I will not be able to accept everyone, though I can accept many. Please come to Tolly Manor, located north of Blacksborough, to apply to work on my estate. I will only be accepting around three hundred, so not everyone will get a position. If things go well, then this project will be a success. However while I will try I am not sure this project will work.

The Lord-Captain decides it is time for him weigh in on the discussion

“The Proposal brought forward by Mayor Blackcreek is an honorable one, and one that our state would no doubt be able to support, as such I approve of the proposal, however I find the D’Horti proposal to be a little extreme for one bad harvest and I must reject.”

With that Lenley sat back down. Admittedly, while the issue was no doubt important, he currently had other matters on his mind and quite personally felt the current topic of discussion were not something should not have been concerned with, at least to a large degree. What he was concerned with was (at least to him) more important in the long term.
 
Lord Wallace, in writing his letter, completly forgot to vote on the other issue. He stood up and caste his other vote. "I vote aye to the proposal of the Lady of D'Horti."
 
After a look at Abrana's finances and a bit of thinking, Islwyn sent another message to the Children of Edona's representative to the Echleon, Baerwald Kaur. Baerwald sighed loudly as he read Islwyn's message.

Let D'Horti have her project. The druí don't think money is tight in Abrana, and there is no other reason to stop it.

This season was the time of the spring festival where the fields of Kart Dale, to the Streets of Oakville were filled with laughter and music. Delicious pastries where sold out of booths, men on stitls juggled, and everyone went on a spending spree for the latest knick knacks. It was a much needed distraction from the usual struggle for life in Abrana.

No new proposals by the Bevy of Proprietors.

Abrana
While the Echelon was voting a new threat popped up on the fringes of society. Iron giants made of shadow attacked Silverberg. Many were killed, and others taken hostage. No one knows where these beings came from or went. Still there decisions should help in compensating Silverton for its hefty losses. D'Horti had proposed a plan to clear forests south of Silverton in order to construct numerous farms and put people from Poorton to work there, all of which would be owned by the D'Horti House. Mayor Blackcreek's offer was also agreed upon which will also ensure a steady stream of food from Blackborough. Both votes proposals were almost voted unanimously. D'Hori wasn't the only one taking people in as Lord Wallace Tolly also brought in refugees for his own manor, as did Count Henry. Echelon member Islwyn Evens also went to work on providing food for the city as well, specifically to his fellow Druids of Poorton. That's good as more people may come into the city over time, either by migration or simply growing up. Alexander23: Arianne D´Horti-Mediza | Head of the D´Horti House and Leader of the D´Horti-Mediza Noble Compact
Arianne D'Horti made an attempt to convince members of the Echelon to agree with her point of view. The only one which agreed to vote yes to her proposal was the formerly neutral Fighter's Guild. That was nothing special. Depsite the hardships Silverberg suffered this spring the Noble Compact hired people from Poorton to work as smiths and other craftsmen for them. Work also began on imporving the new hand-cannon technology which has recently been turning heads amongst the military elites. Combined with the decision of the Echelon she has also gained a vast amount of farmland. (+14 Farms, +300 population, Arquebus research at 10%, +20 Workers, -20 abras, Diplomacy +10xp, Administration +10xp)

Barkades: Barthirias the Wise | Swords of Abrana
Rivergarde is undergoing some renovations. Chief among them are excess wells and supply wells being produced. The idea is to increase the ability to wear out a siege, but more importantly the lack of food in the city itself. This way the soldiers under Barthirias will be able to whether the storm if the situation deteriorates. Barthirias the Wise himself decided to work on constructing catapults for RiverGarde's Walls to improve defences. Attacks from the south at the Bullwark may be more popular, but that doesn't mean one should leave the north unguarded. He is working on his own, for the most part. Only two catapults are made, but they are strategically placed on the towers which help make the Main Street Bridge gatehouse. (-50 Abras, -25% Food Surplus Spoilage, Rivergarde +1 defense, Wisdom +80xp, Martial +25xp).

Nothing new.

Corman50: Lord-Captain Arthugh Lenley | Tyrant Guard
The Lord-Captain has seen personally to the finances of the prestigious Tyrant Guard. His hope was to cut expenses, as being so close to the seat of power has caused a tradition of corruption amongst the ranks. It actually met with quite a bit of success. Wile only a baby step it has reduced the cost of the Tyrant Guard without reducing its quality. There may be some grumblings amongst the grunts but this should help the guard in the long run. Arthurgh has also heard word of a new innovation known as gunpowder. He has held innumerous private meetings with influential Proprietors to push for incorporating such sorcery into the Abranan military. (Support for modernizing the military 1/2, Soldier Maintenance -1%, Administration +5xp, Wisdom +13xp) [You rolled really high and are half way to getting the bevy or proprietors to ask the echelon to spend money to help finance modernization of the military, i.e. cannons and hand canons become more common. Let me know if you want more details sent to you on it.]

Dadarian: Harry/Hairy] 'Broombin' Nolo | Da Tinfass Tuffs
Da Tinfass Tuffs made a massive push into the Port District. They had a tough fight with the Kai'ot Ughlies who owned that turf. Turns out though that Harry and his boys were just better. The Kai'ots have been pushed to a tiny alleyway in the far north of the district, with only a handful of members left. Da Tinfass Tuffs on the other hand only got a few of themselves wounded, being real tuff and having the element of surprise on their side. They also now own a lot of the Kai'ots' old extortion rackets. Harry was worried about people stealing him and his gang's money so he "bought" a safe. It was a great purchase as the previous owner hadn't bothered to remove the money before Harry got it. (+75 abras, +25 population, Martial +30 , Administration +15).

Demarchese: Lady Victoria of Falco Manor
Lady Victoria arrived in Silverberg this season. She was more than a little tired, having spent so many years away from home. She still wasn't there yet but it would take sometime before an attempt to purchase the old manor back could be made. Less than friendly feelings toward her surname may still linger in the city as well. Victoria is a highly educated young woman and went to work setting herself up as an apothecary to help the numerous sick miners. She also made contact with several merchants, to assist her growing enterprise. Her start was rocky at first. Silverberg was attacked by giants one night, who killed and kidnapped many people. This did leave a lot of casualties for her to mend to though, supply and demand as they say. (+6 Abras, Merchant Contacts Made +1 roll to next related order, Wisdom +35xp, Administration +18xp, Diplomacy +15xp)[I know I said your orders were fine but, I forgot to mention you can add a secondary trait to help out for half xp gain on said secondary. My bad, so I gave you some as a freebie.]

Deaghaidh: Grandmaster Darrin Brass | Craft Guild Compact
The season had a bitter start with a the bank run by the guild was robbed. Only one vault was looted but it has given a series strike against the prestige and perceived security of the bank. (-110 abras)

Duke Dan "The Man": Commander Alister Carnigie of Swamp Castle | Defenders of Abrana
Allister hears word of smugglers who have taken to attaacking people within the Erie Swamp. In response he leads a force of men to investigate, and manages to sneak up on a camp of the criminals and kills a large portion of them. Taking some of their goods to sell. The Defenders of Abrana also get to work trying to increase the amount of money they gain. The people of the swamps are jaded to the threats of the Byrnisc, oppressive Abranan occupation, bandits, and the natural terrors of the marsh it did little. The faction did manage to get more money out of the people they already received payment from. (+25 resources, Stealth +20xp, Martial +8xp, Tax Modifiers +2%)

DutchGuy Unkown | Thieves Guild
Using their vast network of contacts the thieves guild has set up a large assortment of agents within several well to do households. From here they have gained a vast amount of knowledge on many things going on within and without the city of Abrana. The guild also received some non-consensual donations. (Thieves Guild +120 abras, a lot of information gained on city elites [I'll make something and just pm it to the orders conversation DG])

Galren: Islwyn Evens | Children of Edona
The Children of Edona negotiate contracts with hunters at the Furrier Post. It was an effort to acquire more hunter's to feed the denizens of Abrana. With the help of Islwyn Evens' diplomacy they managed to acquire a great deal on the contract fee, and gained a substantial amount of hunters. He then went about helping to distribute the food evenly amongst the people so that they could be fed more effeciently. (Children of Edona: +15 Hunter, -20 abras, Administration +25xp, Wisdom +15xp, -1600 food produced)

Gerhard Lindt: Lucy
Lucy spends her free time in spring practicing her swordplay. First she had "borrow" a sword but that fat blacksmith won't need it. It's actually a wooden training sword, which has thrice the weight of a real one to build muscles. She's had a rocky start without a proper teacher but Lucy is gradually learning to get better at fighting, and she'll need to be in the rough world of the Abranan streets. She puts her skills to good use and robs a merchant in the heart of Patrician's Plaza, at daytime! A bold yet impressive act that earns her a substantial amount of Abras. (+50 abras, Stealth +50xp, Martial +15xp, Wisdom +3xp)

Gorganslayer: Cartyr Bromm | Guild of the Murderous Night
A new Proprietor has entered the Bevy ever since his father died under mysterious circumstances. Any of his colleagues that question his ascension receive very threatening notes. The rumors state that the man came to power with help from the Guild of the Murderous Night. The guild's attempts to do business as usual was severely hindered this season. Someone had went around in bands capturing or even killing Guild members. (Influence in the Bevy of Proprietors [less likely to have the Bevy to make proposals that could be negative to the faction], +20 abras, -18 Agents)

Ironhide G1: Lord Wallace Tolly | House Tolly
Lord Tolly decides to take a humanitarian apporach. While at some cost he has cleared land for roughly three-hundred denizens of Poorton to join his manor. He also managed to discuss a great deal to ensure very little cost to him for such an endeavor. Lord Wallace Tolly then attempted to overcome his personal demons, known as shyness. IT had very little success but it was a step in the correct direciton. (3 Farms, -540 abras, +300 population, Diplomacy +5xp, Administration +8xp)

Iisbroke: Sergeant J. Wulf
Sergeant Wulf receives orders to lead a squad of soldiers into the Erie Marsh. They were not to go deep into the swamp, but search for clues of smugglers using the Ruined Tower as a hideout. The most Wulf managed was to break into the cellar. There was no evidence of smuggling an as such they returned to the Broekn Tower Bridge across the way. With the food shortages in parts of the city, such as Oakville where he is stationed, food prices were rising. Sergeant Wulf needed to feed both himself and his men. He decided to use moonlight his services to the gangs. In Oakville gangs very often will "encourage" different guard posts to apply pressure to rivals. Wulf is no diplomat but he managed to bargain a decent deal. In return for some extra money his post would focus more on harassing the Southstreet Gang, and leave the Red Tails some breathing space. He also managed to get quite a bit of coin in his pocket as well from the affair. (+37 Abras, Wisdom +5xp, Martial +25xp, Diplomacy +15xp, Administration +15xp)

Korona: Dirty Harry | The Poor People
No word from the poor as they were too busy starving from a lack of food. (-785 population)

Luftwafer: Tylan Ambrose | City Guard of Adwick Hold
While Tylan Ambrose made outstanding success in advancing the skill of the archers under his command he had gained little more than bruises when practicing his own skills. Still he has started to increase the accuracy and overall skill of the missile units of Adwick Hold. If he keeps up this pace he will have caused the greatest increase in the hold's military abilities in the last sixty years. (25% to Martial Faction rolls +1, Martial +10xp)

Mikkel Glahder: Balaxuhm the Bloodletter | Knights of Fenruwth
Strange visitors purchased the resources and services of several craftsmen and many of the impoverished people of Poorton as extra hands. The payment was made up front for a large price at the Merchant's Guild Headquarters. A week later they all went west toward the Talon Foothills, they were never heard from again. This news was overshadowed though by ferocious attack on Silverberg. The most northern mine was assaulted, with many of the resources and workers being taken. The Following night the western section of the town was attacked which resulted in a clash with the town garrison. They were unprepared and could not fight in the dark as well as their opponents seemed able to. They managed to bravely hold off the foe long enough for many citizens to flee, but sustained heavy casualties. There were no bodies found of the mysterious attackers. People no speak of monsters that lurk in the mountains and come down to feast on human flesh at night. (+100 Abras, -10 Soldiers, +125 resources, +60 population, +2 workers, Faclo Hold +1 defense)

Oxfordroyale: Jon “the Bloody Bastard” | Blood Crows
The Bloody Bastard goes on a recruiting binge to gain new blood for his company before departing for foreign lands. Word from the fighter's guild states that there is conflict brewing amongst the northern Princes and Jon uses all the charisma he can muster to gain new troops. It has quite a lot of success, not with the use of words, but with training what troops he does gain thanks to his excellent combat experience. The Blood Crows spend the season away from Abrana, working for the Fronconian Principality. The Fronconians focus on cavalry more than anything else, so the well trained infantry of the Blood Crows was a much needed addition in their latest border skirmish with Urovenia. While well paying there were few large scale battles, and the Blood Crows were pushed into a raider niche. This allowed them to gain a substantial amount of loot. (-4 Soldiers, +500 abras, Diplomacy +15xp, Martial +25xp)[You lost 80 troops in the fighting but had gained 76 in your character order by the way]

Plutonium95: King Richard III "the Exiled"
The Merchant's guild headquarters doubles as a city bank, with help from the Mint of Abrana. Said bank was robbed, one of their vaults was completely cleared out. All that was left at the scene of the crime was golden hair strand and signet ring of Cynian royalty. Richard III denounced the claims he was behind it, yet there was a noticable overnight increase to his deposit just before a large purchasing of farmland in Melbarrow. This caused his attempts to hold a part in which he invited the Echelon members to, to have little success. He did strike up some conversations yet there is no telling how sympathetic they felt toward the Exiled King. Undeterred he instead went to increase his income, and ensure he had a good food supply. Richard used his wealth to purchase land in Melbarrow to for farming. He isn't the best administrator so there was no haggled down price, but his wisdom ensured the farms he bought would be in ideal spots to produce more food than the others in Melbarrow. (+2 Farms, Farms have a +6% output, Suspected of Bank Heist, -430 Abras, Administration +5xp, Diplomacy +20xp, Wisdom +34xp)

Rovsea: Johnathon Blackcreek | Township of Blackborough
Mayor Blackcreek gets to work expanding onto his town's farms heavily with the hope of having more food to offer them, in case something were to happen to the food supplies. He also went about hiring people from Poorton to fill these farms. It has caused some conflict with the new minority in town, but luckily the mayor managed to place very one in the best spots to avoid unnecessary violence. (+10 farms, -3000 abras, +700 population, +4000 abras a turn, -40000 food production, Administration +45xp, Diplo +8xp)

Sneakyflaps: Henry Fitz James | County of Varham
Henry attempts to oversee construction on a new farm. The land he purchased though turned out to be rather bare which caused a lot of money to be sunk into it. He then attempted to convince the denizens of Poorton to join him at Varham, offering food, lodging, and work. He has very little success, but does gain a fair amount of workers for the lumber camps, after an initial up front payment to persuade them. It seems beggars can be choosers. (Administration +20xp, -325 abras. +5 workers, +100 population, +1 Farm)

Teep: Josias Jacobus Mackensen | Mint of Abrana
The mint lost some money this season after a robbery in the Merchant Guild's Bank. (-80 abras)

Terraferma: Lyle Smithson
The Black Market dealer made an attempt to establish foreign contacts in Urovenia and/or Naxia. That way he could bring in more goods for a cheaper price. The problem is he was unable to find a reliable middle man to assist in his enterprise. The one he usually got for that sort of job was busy with work he had lined up in the Talon Foothills. As such he wasn't able to get a good price. Like a true business man he did manage to resell the food at a higher price, even though his silver tongue failed him somewhat. Lyle Smithson made very little profit on the whole venture. But hey, a profit is a profit. (+44 Abras, Administration +45xp, Wisdom +10xp, Diplomacy +20xp).

Victor Darksee: Valthurion | Boatmen
Valthurion spent a significant amount of time traversing the streets of Abrana. He did find that a few of his employees were injured, could it be the same force that had been attacking the Murderous Night? At some point during all this he locked himself up and wasn't seen publically, except for Echelon meetings. (-12 Agents, Advanced Poison Research +10% [would give a bonus to all poison based plots], Martial +25xp, Stealth +15xp)

Alister was happy with the progress his little faction made. They pretty much have Blackborough under his control. If they do anything that my hurt my faction, Blackborough will be black, litterally. He thought of other opportunities. He remembered that the nobility has new land and could use some guards. Yes, that will work nicely...

I have heard that you have new lands south of Silverton. While I am sure it will be a profitable venture for you and your family, I have noticed a slight complication: The lands have no one the defend them. Knowing that this investment could go awry should some bandits attack your new lands, I offer you a deal: I will provide you with soldiers in exchange for some compensation. Should you accept, I shall not ask for it now as I feel I have no such need for it at the moment.

Bio: Darrin Brass comes from a long line of lampwrights. In all honesty his lamps aren't the best, but he's an excellent salesman and very popular among his peers. As a result he was elected Grandmaster of the Lampwright's Guild, and in time became chairman of the Compact.

Friendly, energetic, and non threatening, Brass is easy to dismiss at first glance. But he wouldn't have either his fortune or his position if he wasn't born with a great deal of cunning. He's well read, a dutiful worshipper of the God of Luck, and a devoted father of four daughters and two sons.

Faction Traits:

Skilled labor monopoly: Since virtually all the skilled trades are part of one of the compact's member guilds, they can keep prices where they want them. Boosted income from selling manufactured goods

•Negative -

Legacy costs: Rank and file guild members expect the Guilds to take care of them in turn. Pensions for widows, support for seriously ill, maintenance for Guildhalls and customary celebrations, these expenses add up. Extra per turn costs, if not paid the positive traits become increasingly weaker.

Faction history: The Craft Guild Compact is a league of independent guilds that banded together to force the aristocratic leadership of Abrana to respect the rights and interests of the city's artisans. It is led by a council of Grandmasters from the member guilds, who select a Chairman to speak and negotiate for them. The Chairman can be deposed by the council at any time with a simple majority, or if he is somehow stripped of his rank in his guild of origin.

The Compact has gradually expanded beyond its initial political role. It now also provides social services such as health care, pensions for widows or orphans of members, and organizes volunteer watches to police market row, and even provides banking services.

Not all of Abrana's Guilds are part of the Compact. The Fighters and Thieves are famous examples. The Apothecary Guild was a founding member, but collapsed into competing factions over a hundred years ago. Many trades, such as coopers, farriers, and weavers are simply too abundant for the Compact to suppress non-members. Others, like armorers and weaponsmiths of various kinds, are too dependent on the nobility for patronage to join with an organization that is often at cross purposes with them.

The trades the Compact dominates are the highly skilled and specialized work that can only be found in a great city. The glassblowers, jewelers, lampwrights, scriveners, goldsmiths, and other artisans that contribute so much to Abrana's glory are all members of the Compact. The shipwrights, masons, and house joiners are all critical to keeping the city functioning and secure, which gives them political leverage. Keeping all these trades working together takes constant diplomacy, and sometimes cracks appear in their solidarity, but through it all the Compact remains a powerful presence in Abranan life.

It has come to my attention that one of your vaults have been stolen from. While this is a horirble occurence, this incident ha s shown me one thing: That you are in need of better secruity of your vaults. I believes that I can offer you this service. The men I am offering you are millitary-grade, war-hardened veterans who will do what is commanded from them. I believe I can spare say, 500 men to guard your vaults. Of course, I expect some sort of payment for this service.
