The Republic of Baekdu is dismayed that the status of the Pan-Galactic Mandate of Ahbrazz has become a matter of such heated contention, especially in such a sudden and disruptive fashion. We are eminently disappointed that Tasavaltan Republic saw fit to unilaterally declare the system an independent democracy, thereby prompting a veto by the Adrallan Oligarchy and throwing the entire Pan-Galactic Community into turmoil. Had the Tasavaltans worked through the proper channels and followed the procedures set forth by this body, perhaps a peaceful democratic outcome for the people of Ahbrazz might have been secured. Unfortunately, their foolish and hasty action has led only to discord, strife, and an urgent need to return to the status quo, all without the Ahbrazzan people having been advantaged in any way. I thank the Speaker-General for tasking us with voting for a new High Commissioner of the Ahbrazz, for it is position that sorely needs filling if we are to return to regular order.

That being said, the candidate put forward by Representative Gonzales of the Solesian Oligarchy is one that we must emphatically oppose. As the esteemed Representative from Azeratii has already - and correctly - stated, the nomination of a Solesian to the position of High Commissioner without the consent of the Ahbrazzan people, given their shared history, would be a certain error. You need not take my word for it – simply look to the reports we are receiving from Yobrazz which describe in detail the planet-wide protests and demonstrations against the Solesian nomination. It is clear to me, as it should be to all, that to confirm Manuela Ramirez as High Commissioner of Ahbrazz would be to precipitate a major episode of civil strife in the Ahbrazz system. I am sure no one desires that outcome.

And yet a candidate must still be selected. In light of her invaluable experience as the lead administrator of the East Indus integration process, as well as her proven ability in similar positions of unique and challenging responsibility, the Republic of Baekdu seconds the nomination of Saiorse Brett by the Celtic Republic for the position of High Commissioner of Ahbrazz. Under the guidance and leadership of someone of her caliber, I am hopeful that stability will soon be restored to the Mandate.

The response to the nomination by the Solesian Oligarchy from the Baekdu and Azeratii representatives, to say nothing of the response of the Ahbrazzan people, is most unfortunate. That the Solesian Republic forty years ago committed a grave and heinous crime is beyond question. A terribly tragedy befell the Ahbrazzans, and the Adrallan Oligarchy remembers well that such an atrocity could not have been allow to stand, as it was the first nation to condemn the Solesian Republic, as well as declare war against the genocidal regime. Certainly to repeat those events would be to invite grave consequences and demonstrate a moral failure for those responsible.

However that is not what is in question here. The Solesia of the genocide is not the Solesia of today. For over three decades we have worked hard to uphold a high standard in the Solesian Oligarchy, to have it right the wrongs of its past and become a respectable nation amongst the galactic polities. As Representative Gonzales himself attested to, the crimes of the Solesian Republic must be overcome, not just through words, but by action. Solesia and Ahbrazz are neighbors, and to decry any effort of reconciliation is to engender an unending atmosphere of hostility between the two.

It is not reckless ambition that motives my Solesian colleagues, but a genuine effort to assist in the rebuilding of Ahbrazz that brought about their self nomination. Since its inception the Solesian Oligarchy has been a steadfast and stable member of the international community, and we have every reason to believe that a Solesian High Commissioner for Ahbrazz will maintain to the standards of the PGC, unlike the recently removed Tasavaltan Commissioner. That anti-Solesian sentiment on Ahbrazz remains high is unfortunate, though to a degree understandable, but we cannot merely accept it as fact and enforce it further by encouraging it. Relations between Soelsian and Ahbrazz must be mended, and that can begin with a peaceful term of a Solesian as High Commissioner. The Solesian Oligarchy wishes to repent for the crimes of the Solesian Republic, but it must be allowed the chance to prove it.

That the Baekdu representative sees fit to bring into this matter the question of Ahbrazzan consent is most curious to me. The mandates system, after all, by its very nature does not accommodate the notion of consent for the position of High Commissioner. No High Commissioner this body has ever appointed had the consent of the people they were sent to preside over. To suddenly bring it up at this junction, purely to fling mud on the Solesian nomination while backing an equally non-consensual candidate, is nothing short of shameful pandering to populist values.

THE PAN-GALACTIC COMMUNITY

Structure:

The Pan-Galactic Community proper, not counting its numerous subsidiary organizations such as the Interstellar Court of Justice, Commission on Cultural Rights, the International Refugee Fund and the various Mandates, is comprised of the Speaker-General, the Supreme Council, and the General Assembly. The Speaker-General serves as the executive of the PGC, conducting votes amongst the General Assembly and overseeing the PGC bureaucracy. They also break ties in General Assembly votes. The Supreme Council consists of the representatives of the Republic of Baekdu, the Adrallan Oligarchy, and the Speaker-General themselves, who meet to discuss and resolve (or, more commonly, not resolve) security issues. Both Baekdu and the Oligarchy have the power of the veto on all Supreme Council resolutions, as well as the actions of any High Commissioner of the Mandates, which means that the Supreme Council usually accomplishes very little. The General Assembly has the broad power to vote on resolutions and to nominate and vote for candidates for Speaker-General and High Commissioner. Theoretically, it has broad powers to write resolutions that affect all member states; in practice, they can be difficult to enforce, but while the great powers can essentially ignore the PGC when it is inconvenient, its writ still is quite meaningful to the small and middling powers of the galaxy, especially on those occasions when the Supreme Council is not in deadlock. General Assembly resolutions can be vetoed, but this can be overriden by a supermajority, and only in situations that do not involve "matters of national security;" this clause has been interpreted very broadly, especially by the Oligarchy. The appointment of a High Commissioner cannot be vetoed, but they can be sacked at any time by a vote of the Supreme Council.

The Federated States of Azeratii votes for Sairse Brett. She has the experience and does not bring the historical baggage of the nomination of a Solesian. The appointment of Manuela Ramierz will only serve to inflame tensions.

Lord Protector may I first thank you for joining me this evening

The Pleasure is all mine Robert but Please call me Sir Beaufort

Of course, Sir Beaufort. I believe congratulations are in order for your victory


Prince:

Well Thank you, I admit the campaigning has been hard on my old bones


Robert:

Yes, Of course there is some talk that you had no intention of running for the job, is that true?


Prince:

It is. As I’ve mentioned I was happy to continue with my charitable efforts but when I was approached by the Albion People’s Party I felt that it would be a breach of my responsibility to the Albish people to not at least run for the office.


Robert:

With you freely admitting you had no interest in the job, how can you reassure the people of the Free State that you will carry out your duties to the full extent?


Prince:

As I’ve said and shown through my work in Albion over the last few years, I am willing to put the needs of Albion before my own and as the elected representative of the Albish people I will hold nothing back from doing what needs to be done both domestically and internationally.


Robert:

You say internationally, does this mean we can expect a more active foreign policy going forward?


Prince:

Most certainly. I think that for too long Albion has acted as if the problems that face it on the international stage can just be ignored or that in time they will be rectified. It only takes looking at the chaos that led to our recent strife to show that this will only lead to hardship and conflict. To that end I have already recalled our previous PGC ambassador and will be closely working with the new Government to develop a new foreign policy outlook for Albion.


Robert:

Of course the question of Government is one that I must bring up. As you are no doubt aware, Margaret Thornes public backing of your candidacy has led to the collapse of the Republican - Centre - ILP coalition. How do you intend to deal with putting a new government together?


Prince:

Well of course the first thing will be to call fresh elections. I know that the populace is probably a bit over them after these recent ones but I believe a renewed mandate of Government will help us move on from the Cromwell period and steer a fresh course for Albion.


Robert:

You say that, but every election returns the same result, a fractured house followed by an unstable period of coalition building, and while Cromwell’s rule may have prevented the collapse of the current coalition until now, how do you hope to have any more success?


Prince:

I have every belief that the Albish people will make the right decision


Robert:

From my previous questions and your campaign trail we have already got a sense of your policy ideas, but what do you think are the biggest goals for your first year?


Prince:

As I’ve mentioned previously my biggest priorities will be on pushing a new foreign policy platform. However I also want to focus on restoring our scientific institutions to be world leaders in Research. It is only through pushing the latest in technology that we can restore economic growth to Albion


Robert:

You seem to have quite an ambitious plan. Now you’ve mentioned the Pan - Galactic Council which the Government has always been fairly ambivalent towards does this mean you will also look to rapprochement with other organisations such as the Republican League?


Prince:

I think one faustian pact is enough… Though in all seriousness, Albion has always been a believer in the ideals of a Pan - Galactic Community though we have had disagreements over the nature of such a body but the Republican League will always remain a foreign body to us. With the increasing number of members in the PGC I frankly don’t see the need for such an organisation when the PGC can be used to resolve disputes, it seems to be an anachronism of an older, more violent time.


Robert:


One more policy question before we move on to some other areas. Many in the APP and the ANPP have been calling for action to rectify the Albish borders notably regarding the continued celtic occupation of East Indus, and the question of Ukrask and the Pure State. Can you tell us your position regarding these issues?


Prince:

We will be working with the PGC to address these issues moving forward


Robert:

You originally went into exile and have only recently returned, why was it that you decided to?


Prince:

As you know Cromwell personally reached out to me and my nephews, and what can I say? He was persuasive and I decided to return, though my nephews and I agreed that if they returned it would probably raise too many questions or lead to tension.


Robert:

Obviously you are a member of the Royal Family, and there are some who would wish to see a return to the monarchy. What are your own feelings on this?


Prince:

I think the majority of the population has made its opinion on that matter pretty clear. Besides my time as heir to the throne was very brief so I have no real attachment or desire for that title again.


Robert:

Last Question. You are now in your mid 70’s, an age that is not exactly spritely. How fit do you think you will be to run for reelection?


Prince:

Well I will be the first to admit I’m on the the wrong side of fifty. In all seriousness I am going to take every year as it comes and if I’m up for another Presidential run and the people want me to then I will go for another run, but if the people don’t or I am not fit to carry out the duties of office then I will happily step aside for someone else.

We of the Atlantite Coalitionist Movement demand more say in the processes of our governance. We accept the rule of the Knights of Progress and respect both our initial leader Knight-Commander Alexandru Cosma Dragos and the current Knight-Commander Murad Aljanov.

What we cannot accept is the lack of official legal power the Atlantite Commons House possesses. Under Dragos we lived a quasi-totalitarian existence, yet the horrors of our alien world made it the lesser evil. Under Murad and with pressure from our Baekdu neighbors the Commons House exercises a degree of responsibility.

It is a ill facade meant to appease a foreign power and a volatile populace. All the house's appeals and referendums are nothing more than suggestions to be dealt with at leisure by the Knight-Commander. We ask for a charter to begin being made to ensure the legal authority of our own persons before more of the disenfranchised Vavasours of the K.O.P. from Harathus arrive.

Already have the overly autonomous and ambitious K.O.P. elites begun to press against Atlantis and the Dragos Chapter, especially the disenfranchised Grandmaster from the Adrallan-Solesian Puppet state. We are not wholly blind to the workings of the Knights, nor do we seek belligerence. What we list below are the set precedents of the Atlantite Commons House, followed by a signed petition of citizens who support this endeavor.



    • The Atlantite Commons House will be allowed to administer local governance of settlements.
    • The Atlantite Commons House will be responsible for encouraging industrial growth within areas the K.O.P. designates as Areas of Fiscal Interests (A.F.I.)
    • The Atlantite Commons House will be responsible for administrating and collecting taxes from the population.
    • The Atlantite Commons House shall remain separate from both the Knights of Progress Armed Forces (K.O.P.A.F.) and Atlantite Volunteer Militants (A.V.M.).
    • The Atlantite Commons House, while holding no say in war declaration, police actions, or military advisery, is allowed to try military members in court due to Knights-Martial-Law being applicable to both military and civilian personnel.
    • The Atlantite Commons House however is not allowed to try personnel of K-3 or higher ranking. This does not include Vassals or Vavasours who do not hold a K.O.P. ranking of K 3-8.
    • In the case of treason and war crimes any judicial actions are left to be delegated by the K.O.P.
    • Neither the Knight-Commander nor his Knight-Lieutenants are allowed to vote within the Atlantite Commons House, as they act in an unofficial capacity as the executive leader and upper legislative house of Atlantis.
    • Knight of Progress: Dragos Chapter satellites will continue to operate jointly under the Atlantite Commons House and the K.O.P. These include but are not limited to: Sisters of Adzang, orphanage network; Mara-Pacifiers Reformation Society, reforming criminals to military life; Valdislav Inc., verilium producer; White Pyramid, charity for healthcare and emergency aid; Wanderers' Guild, planetary exploration league; The Forgotten Ones, charity for homeless and destitute.
    • The Knight-Commander maintains an ability to veto a legislative decisions of the Atlantite Commons House.
    • The Atlantite Commons House may overrule a veto with a 3/5's majority.

To foster a sense of national Unity and restore pride in the states and territories of the Albion Free State the Albish Parliament in consultation with the citizens and historians of the Albion Free State officially passes the Restoration of Traditional Names Act. By This law the following is passed into Law:
  • The Name of the System of Indus shall be restored to Aryavarta.

  • The Name of the System of Australias shall be restored to Eora.

  • The Name of the occupied system of Canada shall be altered to Laurentia

  • The Albish Colonies in Ukrask are recognised as the State of Alba

  • The Name of the occupied system of East Indus shall be restored to Vesperia

The Free State Navy, Albion Heavy Squadron is hereby ordered to rendezvous with the Free State Navy, Aryavarta Squadron. The two Squadrons are to form together under the Designation of the ‘National Defence Fleet.’ General - at - Sea Thomas Mardyck will be assigned command of the Fleet and made Brevet High General - at Sea, with General - at - Sea Pierre Turenne, placed as second - in - command. Furthermore the 1st Army of the Reconstructed Army are hereby ordered to relocate to Aryavarta, with the Designation ‘Army of Southern Association’ under the Authority of Captain-General Edward Lackland. These units are to immediately begin a joint naval - army training exercise to ensure all units are at maximum operation readiness.
 
The Adrallan Oligarchy and Expansionism

Within the past half century, the Adrallan greatly expanded its reach and size, claiming and colonizing six new star systems, feat only matched by the Uksugu Federation, and surpassed only by Baekdu itself. Beginning with the purging of pirates by then Captain Relacy from the Horned Bow asteroid field in the closing days of the Extrasolar Oligarchical calendar, the Oligarchy poured forth into the Tylorisian galaxy, more commonly known as the Novus Galaxy by the wider galactic community. Key to this expansion was the Xarmac wormhole, beyond the Horned Bow system. Though also connected to Tasavaltan and Zelsar space, their various internal issues saw both polities unable or unwilling to utilize the Xarmac wormhole. Adrallan ships passed freely through this sector of space, bringing their vision of Meritocracy to a brave new galaxy.

Though little was thought of the matter of control over the Xarmac wormhole while it was not contested, the dispute between the Duchy of Australias and Baekdu over Khakneuth wormhole brought the question of wormhole discussion to the forefront of thought, for a time at least since the Soelsian war was still ongoing. Though outside the PGC at the time, the Oligarchy was by no means a silent or apathetic member of the international community, and soon into the Australias-Baekdu dispute the Oligarchy formally laid claim to the Xarmac wormhole, a claim that to date has never been challenged or disputed.

Vital as a link to the Tylorisian galaxy, and as an avenue of advance into the Oligarchy's core systems, the security of the Xarmac wormhole became a paramount priority of the Oligarchy in the years between the end of the Solesian War and the outbreak of the Great War. Several space statiosn were created on both sides of the wormhole, to moniter and provide defense for the wormhole, both against pirates, a notable issue in the Tylorisian side, and foreign polities, an issue on both sides. During the Great War, Uksugan forces would raid both sides of the Wormhole on occasions, but were never successful in breaking the defenses and seizing the wormhole.

In the Tylorisian galaxy itself, two of the colonies, in the Carpannova and Basarara systems, were established at the outbreak of the Solesian war, and remained the only colonies for most of the war, as the war effort dominated the Oligarchy's resources. Once the war ended, two new colonies would be formed, Yeruf and Vliosep, further away from the Xarmac wormhole and Carpannova and Basarara. The Great War and its aftermath put a harsh limit on further colonial expansion by the Oligarchy, with its resources first diverted to the war effort, then consumed by reconstruction and reparations. One more colony has been established in the post-war era, in the Fewilk system, furthest from the Xarmac wormhole.

As the Oligarchy has stabilized and secured itself, both financially and materially, since the end of the Great War twenty years ago, more and more have Exarch Relacy and his supporters looked to a new round of colonization to placate the rising tide of nationalism in the Oligarchy, as well as securing new resources and territories in the Tylorisian Galaxy. One system that has gone without colonization for a surprisingly long time is the Xarti, in the Harthus Galaxy, which attracts the attention of many nationalists. having been on the edges of Adrallan space since before the campaign into the Horned Bow system, it may seem strange that it remains uncolonized, the last uninhabited system in the entire Harthus galaxy. However, there is a very good reason for the lack of colonization in Xarti, it is brim with dangers, only barely understood by the Oligarchy, or anyone else for that matter. Most scouting vessels sent never return, and those that do can only give vague reports on what exactly is there, with recording equipment suffering malfunctions and the crews having unclear memories of their time there.

Exploration of Xarti has been outlawed for over 70 years at this point, with the Oligarchy at the time content to leave Xarti as a buffer zone with the old Schufallen Empire. The rise of Tasavalta effectively removed the need for a buffer region, but the dangers associated with Xarti have precluded any official interest in colonizing Xarti. Many of the young ultranationalists either don't remember or don't believe the old stories of Xarti, and call for a new colonization effort in the last frontier of the Harthus galaxy. Though Relacy and the rest of the Oligarchical government have resisted these voices, there is a growing sense that the old reports were exaggerated, and the Xarti system might not be so bad a colonization effort. Relacy himself has referred to Xarti as "a cursed deathtrap that'll eat anyone fool enough to enter it," which is enough to keep the Xarti colony movement in check, but their support is steadily growing, a major incentive for Relacy to try and direct the colonist movement to focus on the Tylorisian Galaxy.

Structure:

The Skaven Confederation little resembles its older, pre-war Federal counterpart. In fact, it is not actually a state at all, the three great clans into which the Federation was broken down being prohibited from unifying under the Great Agreement. It more resembles an organization like the Republican League, if much looser in structure, with a deliberative body staffed with representatives called the Skavenmoot and a talking club for the heads of the three states called the Council of the Khans. While many residents of the Harthus Galaxy worry about a unified Skaven Confederation conducting another Great Crusade, in truth the three Khanates hate each other far more than they hate any xeno polity; the Canadians are scorned as "ape-lovers" for maintaining a human population, the Purple Khanate as "soft-bellied" for carefully managing the consumption of their resources, and the Grey Khanate as "race traitors" for pursuing semi-normal relations with the galactic community. Notably, unlike other international organizations, the executive of the Confederation is hereditary, which was part of the treaty that ended the post-Agreement infighting. Cadet branches of each of the three dominant clans ensured a prince would be born whose lineage was in doubt, and therefore was fit to serve as nominal ruler of all the clans. The Khans of each state elect the Khan of Khans from eligible princes and princesses of his lineage. The title "Khan of Khans" represents his position as chief of the clans, while his title of Dictator, an affectation borrowed from Francia, shows his power over the state. In truth, the Khan of Khans lives a life of luxury with no power whatsoever, the most strenuous task he is required to perform being calling meetings of the Council of the Khans into order.

The structures of the three member states, the Purple, Grey and Canadian Khanates, are much less complicated and functionally identical. The old Skaven Federation was governed by a council of thirteen khans, a result of the unification of the planet after innumerable khanates battled for supremacy. The fall of the Federation and the settling of virgin worlds therefore allowed an easy return to the old system, in which a single clan ruled as Khans, with extra princes and the heads of loyal clans serving as an advisory body called a Khanmoot. The Khan is an absolute dictator in both the civil and military fields, but in practice will delegate tasks such as economic exploitation, trade and finance to their Khanmoot. Since martial virtue is an important part of Skaven culture, it is considered unskavenly to shirk warfare, and thus khans will lead their armies and navies personally.

History:

The Skaven Federation was a sprawling polity in the southwestern Harthus Galaxy that expanded incredibly quickly as the interstellar era swung into gear. The Skaven race, ratlike humanoids able to survive in extremely adverse conditions, were fruitful and multiplied across their region of the galaxy, even taking colonies in the Novus Galaxy. Their culture revolved around slavery and environmental exploitation, which often made relations with other polities difficult; despite this, they joined the Pan-Galactic Community and were, at times, upstanding galactic citizens, even accepting Interstellar Court of Justice arbitration to resolve the ownership of a disputed system. During the Solesian War and Great War, however, they began to receive sanctions for their slave raids on other polities and general bad behavior, including their representative pointedly defecating on the floor of the Pan-Galactic Community meeting hall in Dubh, which soured Skaven opinion about the outside world. That alone, of course, did not spur the Skaven Crusade. What did spur it was that the resources of their homeworld, Skavenblight, were quickly being exhausted by rapacious Skaven corporations, and since the Skaven economy depended on incredibly inefficient technologies and piracy, if the Skaven did not acquire new land and resources they would face inevitable economic collapse. Thus, the leadership of the Federation bided their time and waited for the proper moment to strike. They found it in the midst of the Great War, when the Republic of Baekdu began to turn the tide on the Western Front against the Kingdom of Francia.

The Skaven invasion, which would later come to be called the "Skaven Crusade" as the Federation's leadership sought to justify the war, was unexpected in part because the Kingdom did not have aggressive relations with the Federation in the past; while the Frankish leadership thought the Skaven disgusting, and regularly inflicted punitive expeditions for slave raids (which the Skaven, according to their sense of morality, considered fair play), they did not recognize them as a major military threat. In truth, in a one-on-one fight, the Kingdom could have likely steamrolled through the Skaven forces, but they had already totally mobilized on the Western Front and were now engaged in fighting Azeratii as well. By six months into the Crusade, the Franks were losing ground on all fronts, and if nothing gave the entire state would be under enemy occupation within the year. King Carolus was clear-headed enough to seek mercy from the League, and turned his forces to fighting the Skaven. While exhausted, and at times approaching revolt, the deployment of hardened troops from the Western Front helped to stem and reverse the Skaven advance. The situation of Skavenkind was not helped when the Diclonus Dominion, at the time under a right-wing militarist government, declared war on the Skaven as well. Within a few years, the Skaven came to seek terms.

Most expected that a few planets would be taken from the Skaven and that would be the end of it. However, the Francians and the Diclonus had a different goal: the expulsion of the Skaven from the galaxy entirely. Surprisingly, the Skaven themselves were quite keen on the idea. After all, they had fought the Crusade to gain new land, so why not take some in the Novus Galaxy? Eventually, the Skaven agreed to abandon the entirety of the Federation's territory in exchange for being guaranteed their colonies in the Novus Galaxy and free reign over a few new worlds there. In a difficult settlement supervised by the Pan-Galactic Community, the Skaven evacuated their old, despoiled worlds and left without incident, with the former territories of the Federation, known as the Ismar Traverse on centuries-old astrographical maps, becoming a PGC mandate and eventually attaining independence.

Eventually, three khanates emerged on the new Skaven worlds: the Black, Grey and Purple Khanates. The Black Khanate would soon be conquered by the Grey Khanate and the losers took to the stars, flitting around the Novus Galaxy in massive ships for several years until they spied opportunity. As part of the Albish occupation, the isolated Albish settlement of Canada had declared independence as the State of Canada, a tinpot military dictatorship unsupported by any galactic power. The Skaven of the Black Khanate thought they had struck gold, and in a surprise attack, invaded Canada and subjugated it under sheer weight of numbers. Unlike previous Skaven warbands, which were notorious for their brutal slaveocracies, the Black Khanate agreed to make the Canadians a protectorate. Canada would be divided up into its constituent provinces, each nominally independent and paying tribute to the Black Khan. Over time, the Black Khan went rather native, at least insofar as was possible, adopting local "walk-ape" titles and practices and styling himself Khan of Canada, Duke of Ontario and Lord of Vancouver. He seemed to find all this very amusing. The other Khanates, for their part, utilized their own strategies to survive in these new worlds. In the Purple Khanate, a new religious movement took hold that preached conservation and the careful maintenance of their resources. By Skaven standards, this meant relatively ordinary economic behavior. The Grey Khanate, the most traditionalist of the three economically and militarily, thought the reason for the downfall of the Federation was the abandonment of "walk-ape and four-arm" politics, and actually rejoined the Pan-Galactic Community, even going as far as banning slavery (unlike in the other two Khanates.) The Grey Khan hopes to one day gain greater acceptance from the galactic community, and perhaps even turn the Confederation into something more meaningful...

The Delegation for the Albion Free State will not support the Celtic proposal for the mandate of Ahbrazz. Rather we agree with the sentiment of the Adrallans, as we Albish have moved past our sectarian differences so too must the Solesians and the Ahbrazzians move past and heal from the mistake of the past. Therefore we vote for the selection of Manuela Ramierez for the position of High Commissioner.

Furthermore the Albion Free State and the Federated States of Azeratii having both come to the understanding that the current Ukrask mandate has made no progress towards resolving the sovereignty of the system, have come together in talks to propose a mutually beneficial end to the mandate. We therefore present the following 'Ukrask Agreement' for approval by the PGC, so that we can move forward into a new period of cordial relations and progress.

The Ukrask Agreement

Noting the shared interest of the Albion Free State and Azeratii in the Ukrask system

Desiring the best outcome for all parties and prosperous relations


The Albion Free State and the Federated States of Azeratii, hereafter referred to as the signatories, mutually agree to the following


Article 1 Government

  • The system of Ukrask shall be managed under a joint condominium by the signatories

  • The Condominium shall be recognised as consisting of the Albish colonies of Alba and the Azeratii colonies of Transmuria

  • A governmental body referred to as the ‘Ukrask Government’ consisting of 20 seats shall be formed to govern between the two states

  • 10 seats of the governmental body will be reserved for officials from the Albish colonies of Alba

  • 10 seats of the government body will be reserved for officials from the Azeratii colonies of Transmuria

  • Elections for the government shall be held no less than one every four years on the agreement of the signatory powers and the sitting government

  • Each of the signatories may appoint a ‘Viceroy’ to oversee their respective colonies in Ukrask

  • The position of Governor will be established to serve as the head of the aforementioned government of Ukrask

  • The Governor will be appointed by the signatories for a period of four years

  • The signatory responsible for appointing a Governor will alternate starting with the Albion Free State

  • In the event of a tie in a vote by the Government of Ukrask the Governor may break the tie in favour or against the issue being voted on
Article 2 Judicial

  • The Albish Colonies of Alba and the Azeratii Colonies of Transmuria shall each maintain their own judicial systems

  • Any crimes committed in Alba shall be tried under the Alban judicial system

  • Any crimes committed in Transmuria shall be tried under the Transmurian judicial system

  • In the event of any incident which cannot be resolved by either court the signatories agree to convene a special judicial hearing to examine the case
Article 3 Taxation and Economy

  • The Albish Colonies of Alba and the Azeratii Colonies of Transmuria each have the right to independently levy taxes and tarriffs on their respective territories

  • The Albish Colonies of Alba and the Azeratii Colonies of Transmuria each have the right to use and mint their own currencies

  • The Ukrask Government is allowed to levy a special administrative tax from Alba and Transmuria respectively

  • The proceeds of this administrative tax shall be split 30% to the Ukrask Government, 35% to the Albion Free State, 35% to the Azeratii Republic
Article 4 Military Affairs

  • The signatories agree to cooperate on dealing with ongoing issues of piracy in the Ukrask system

  • Neither side may permanently station troops or warships in Ukrask

  • Either signatory moving warships or troops either through or into Ukrask must inform the fellow signatory as to their intentions beforehand
Article 5 Changing the Treaty
  • The terms of this treaty may be revised on the mutual consent of both signatory powers

((Ok, gonna clear some stuff up about the PGC in terms of voting procedure.

Basically, I'm not gonna put any resolutions proposed to the PGC to a vote until we are 2-3 days from the deadline, so we don't spam the thread with individual votes on resolutions. This'll make my job easier, and will cut down on the single-line ICs you all are gonna be putting out. When voting occurs, it'll last for 24 hours so everyone can get their vote in. If you don't get a vote in on a resolution within 24 hours, then you're SOL. If resolutions pass, they'll become law and will be enforced assuming Baekdu or the Oligarchy don't veto it.

When it comes to the election of Speaker-Generals, it's gonna be the same as last time, except if your candidate wins, you don't become the PGC, that's my job! Basically, a Speaker-General will resign/his term will end, and then his final act will be to run a vote on the next SG. Each nation that wants to have their candidate become SG will have their rep announce candidacy, then after a 24 hour period of candidacy and debate/scheming, we'll move on to 24 hr period of voting. Whoever wins a majority (going simple majority for the sake of ease here) will have their candidate become Speaker-General, and I'll assume control of that character and play them. You folks can trust me not to metagame, and it's not like I'll do anything sweeping as the SG unless somehow a Tasavaltan becomes SG, in which case the galaxy will be liberated and citizenchips will be mandatory. If there are any questions, feel free to ask me, if not, then go ahead and do your thang.))
