In a civilized nation, diplomats can trust the government to intervene and protect them against mob violence. When an Austrian diplomat walks the streets of Paris, Istanbul, Florence, London, Moscow, Tokyo or Washington D.C., Austria trusts in the government's capability to protect it's diplomats from mob violence as they are a civilized nation with civilized people. Austria mistakenly trusted China to protect Austria's diplomat, thought the government was capable enough and the people civilized enough that no harm would befall our diplomat.
Yet, our trust was mistaken and when they expelled our diplomat, they failed to give adequate protection and intervene against the mob of uncivilized murderers. If this had happened in a civilized nation, the government would've intervened, thus as long as they fail to control their people in such violence, we will not treat them as a civilized nations. We then asked for several justified demands as an apology to both us and Italy for the various massacres/injuries. If we let this murder of a protected diplomat go unpunished, it sets a dangerous precedent that nations do not need to protect our diplomat or nay other diplomat. I ask the other countries, if the diplomat massacred was theirs, how would they react? Would they too ask for punishment for this heinous crime? Or would they allow this crime to go unpunished, setting a dangerous precedent not only for their country, but for all civilized nations? If the murder of a diplomat goes unpunished, then how far till diplomats will no longer be seen as extraterritorial or awarded special governmental protection by the host country. We even would grant a partial concession as proposed by the UK, if it gets a peace. However, although the emperor would not want to fight a pointless war, Justice for this crime must be had and if China is not willing to give justice for this heinous crime than Austria will be forced to prevent a dangerous precedent and get justice themselves. Thus we give one last concession to try to keep the peace in the world, but if China refuses, Austria will be forced to go to war

The Austrian Empire is happy to see Italian diplomatic support for punishment from the massacre. We also propose for the Ottomans to visit Prag and Wien. It will be harder due to the looming war, but we will double our protection around the ottoman escort and ask to take them around the Austrian Empire. If they accept, we propose to Italy for the Italian escort to switch to the Austrian escort at the current border, past Venice/Venezia.

The Chinese Empire gives al laughable deal, knowing it is impossible to accept. The Austrian people want justice and justice they will get. Accepting this deal would lead to an Austrian revolution and my death, thus I am unwilling to accept a. deal, ending the Habsburg Monarchy.As well as this, China has no right to give Das Viet or Siam to other countries without those countries'; permission. In addition, Chinese police investigating a Chinese crime is not morally right as how can we trust the Chinese government to not change the evidence to make the government look in a better light and China, Not Austria is responsible for this crisis, so we will not apologize for Chinese fault. Keep in mind, that the Chinese government failed to protect a foreign ambassador and so is guilty through inaction. Austria is not responsible for this murder and in comparison, when the Chinese ambassador was expelled, made sure to keep him safe from terrorist attacks. Why should we apologize when it was china which failed to protect him and we just protect an Austrian citizen. Thus due to the Chinese inaction,t they should also pay reparations for their inability or unwillingness to intervene against this heinous crime. The Austrian Empire asks other countries to stand on the right of justice. The Chinese Regent recently stated "We can trade with them territory which we don't consider as ours". What right does China have to manipulate and bully asian countries near it like Siam, Dai Viet, Tibet. They are sovereign, independent states and China dares to see that although it won't give it's own land, it will give land which does not belong to China to us without those government's aqpproval. What is next? It will give other lands which do not belong to it away like Khiva. Will it eventually give even other countries if they are weakened? If Japan gets weaker, will this menace give Japanese land way, Russian land away? If it strengthens, with its'w illignness to trade away other land without that country's represantion, and with it's hypocrisy shown of advocating representation and equality, yet where is this representation and equality with dealing Siam's land, Khivan land, etc. Will it eventually go against it's own allies, like it went against it's own allies. The Austrian Empire asks all countries which respect and adhere to the international law to condemn the continued Chinese violation and disrespect of international law, the first being the murder of an Austrian diplomat and the second being this (The Chinese disrespect of sovereign countries in Asia and seeing it as it\s' right to give away their land without the countries' representation). If Austria wants siamese land, it will negotiate with the proper siamese authorities and not the delusional Chinese government which seems to see it as the representator of Siam. Also China claims it will not give away it's land, but it did give away it's land to Japan, Italy, etc. It is just a directly unjust slight on the Austrian Empire!

Join the cause of justice and upon victory your sacrifice will be rewarded and respected under a new Chinese dynasty! I know your loyalty is torn, but remember the mandate of heaven! The Ming became unworthy to rule China and your forefathers rebelled to a new dynasty as they recognized the Ming has lost their mandate of heaven! Now the Qing are no longer worthy of ruling China and have lost the mandate of heaven! Remember that the mandate of heaven even intrinsically recognizes the right to rebellion against an unjust and unworthy Ruler! Thereby by rebelling for a new Dynasty, you aren't breaking your loyalties. The Qing time has passed, they are no longer a worthy and just ruler, to rule China. Thus join Austria as an ally under a new dynasty and you shall be rewarded by a new Chinese dynasty and Austria. If the rebellion and war succeeds, this proves according to confucian beliefs that the Heaven has given the mandate to rule from the Qing to the new dynasty and so your own with and beliefs even require you to join the new dynasty. 成者為王，敗者為寇. Your Government negotiated with Japan, giving away precious Korean Land! The Same Korean land that your forefathers fought war was given by the Qing Dynasty of rite sake of Relations! They trampled over the ghost of your ancestors and forefathers! Would your ancestors want Korea to be given away?! Would your ancestors like what Qing is doing to the once-great nation! It's widely interesting why Austrians, who consequently calls ous "Chinese menace" "not equal to them" and so on are so trying to have China's citizens on their cause.
