The Chinese Empire tells the international audience that we do not treat it as a civilized nation and that it is one. True, we do not treat it as a civilized nation, because it does not act like one. It says it is a civilized nation, yet in what civilized nation, would the government not give protection to an diplomat after expulsion of the diplomat. Why did the Chinese government fail to intervene against the mob, if it proclaims it's innocence? What civilized nation would fail to intervene against a mob, committing the greatest of travesties. The murder of a diplomat. Actions speak louder than words. They might say they're a civilized nation, yet the recent attack on our diplomat shows otherwise. If they failed to intervene, why should we trust them to manage to not only protect our future diplomat, but to protect the other diplomat. The government failed to control it's own populace! A government's job is to control the people it claims to rule! If it does not succeed in intervening against it's own people, how can it be seen as a civilized nation or as even having control of it's own people. In a civilized nation, diplomats can trust the government to intervene and protect them against mob violence. When an Austrian diplomat walks the streets of Paris, Istanbul, Florence, London, Moscow, Tokyo or Washington D.C., Austria trusts in the government's capability to protect it's diplomats from mob violence as they are a civilized nation with civilized people. Austria mistakenly trusted China to protect Austria's diplomat, thought the government was capable enough and the people civilized enough that no harm would befall our diplomat.
Yet, our trust was mistaken and when they expelled our diplomat, they failed to give adequate protection and intervene against the mob of uncivilized murderers. If this had happened in a civilized nation, the government would've intervened, thus as long as they fail to control their people in such violence, we will not treat them as a civilized nations. We then asked for several justified demands as an apology to both us and Italy for the various massacres. If we let this murder of a protected diplomat go unpunished, it sets a dangerous precedent that nations do not need to protect our diplomat or nay other diplomat. I ask the other countries, if the diplomat massacred was theirs, how would they react? Would they too ask for punishment for this heinous crime? Or would they allow this crime to go unpunished, setting a dangerous precedent not only for their country, but for all civilized nations? If the murder of a diplomat goes unpunished, then how far till diplomats will no longer be seen as extraterritorial or awarded special governmental protection by the host country. We even would grant a partial concession as proposed by the UK, if it gets a peace. However, although the emperor would not want to fight a pointless war, Justice for this crime must be had and if China is not willing to give justice for this heinous crime than Austria will be forced to prevent a dangerous precedent and get justice themselves. Thus we give one last concession to try to keep the peace in the world, but if China refuses, Austria will be forced to go to war

We are also majorly disipointed in the Chinese empire, this was the last chance for peace and they have denied it. While the Italian nation shall not get involved immediatly, as long as Hainan is given over to Italy as requested and Italian trade is not affected we will see no reason to interfere.

The Austrian Empire has even conceded a point to try to prevent a dangerous precedent and get justice for this villainous crime, this massacre which flies in the face of international law and yet keep the peace. However even without a reason why, the Chinese government has refused this ultimatum from Austria. Austria wishes it did not come to this, but when China is unable or unwilling to give justice to Austria for this murder of an Austrian diplomat, violating all known international law, Austria has to gain justice by itself. Let it be known, it was China which did not wish to negotiate for peace with Austria even with Austria's concessions, instead outright refusing the entire ultimatum. Without the Chinese failure to protect the diplomat, we would not have even seemed war and wanted peace even with this crime. But China failed to protect the diplomat and let through negligence the murder of the diplomat, and failed to accept punishment for this heinous crime. If we let the mob of uncivilized murderers go unpunished, it could send a dangerous precedent. Thus, Austria calls upon it's reserves and mobilizes it's entire economy and population for war. An Austrian citizen is still under Austrian protection and if China does not wish to accept punishment for being unwilling or unable to intervene in this crime, Austria must make sure, the deed will not go unpunished and that the deed will be punished, the killing of the Italian garrison and of the Austrian diplomat will not go unpunished. Thus, we fully prepare for war against China and if circumstances do not change, Hostilities will be declared in 1 year!
