I agree with whoever it was that said Players will lack focus on where to expand without cores. I like to play fairly historically in my games, and if I'm playing a country I would like to expand where i should when I should, and cores show me where I should expand. I wouldn't like to have to know the entire event file inside out to know where to expand.
Possibly even just mentioning in the event text which provinces are targeted? I don't like just giving a temp CB on a country and then giving cores after owning the province, because as a player, I would target the nation's richest or strategically placed provinces rather than necessarily the ones I am able to get cores on.

Buying cores like that seems a good idea, but where would it be suitable? Every country in every province? As a replacement for handing out cores in events? It seems a bit impractical in game terms. AI will know where to expand from the AI file, but the player only has event text and core sheilds to go by, unless he has studied the entire event file very thoroughly.

The ai doesn't really know where to expand to from the ai file. It tells it roughly where to colonise and a preference of whom to attack. Not necessarily the same thing.

Knowing where to expand and having those limits set to some reasonable level may to two different things. If we restrict cores to the kinds of breadth you have in Vanilla, then your expansion plans will likely end in about 1460, maybe 1500 for some of the 'Russia-like' countries. If we expand cores to the size that people can aceive in even MP, then most countries will have cores over half of Europe, and this is not what a core represents.

Remember theree are ramifications for cores. In the hands of the skilled it means half the BB conquest for conquest, a licence to go beserk with few consequences.
