What does it say when you try?
 
Direct X is notorious for problems with uninstall reinstall. :(

Try 8.1 see if you can install that first.

I found an 8.1 setup and ran it. It went through the whole install process but dxdiag says I'm still running version 7.0. I also explored the HoI2 disc and tried the 8.0 installer on that, but the results were the same.
 
As I said before, I really think you need to run a repair install of XP.
 
When I run the disc, the closest thing to 'repair install' is just 'install windows XP', and when I click that it tells me the setup cannot continue because the version of windows on my computer is newer than that on the cd.

Is there somewhere else I run repair install from?
 
go to add/remove programs and remove the service pack(s).
As always when messing with the O/S, Back up any critical data first.
