Li Jishen sat in his tent and waved his sweating face with a fold-out fan as he listened to the British representative, some minor major-general, make his case. The British were, as usually seemed to be the case with China, overreacting to events. Li Jishen frowned—that was not to say that the Germans didn’t, of course; the Germans overreacted very much, but didn’t the British see that China had nothing to fear? Apparently not, as the British representative had seen Li Jishen’s frown and was beginning to do little more than babble on hopes and promises and the dangers of fascism.
Li Jishen waved him silent. “I am, of course, aware of your war with Germany. I, too, am aware that it is not going so very well—the Germans hold the majority of the continent, though you are fighting the Italians well in Africa. These conflicts do not interest me, they do not interest China. We declared war on Vichy France for our own reasons.”

The major-general sputtered angrily. “Your own selfish reasons!”
Li Jishen smiled wanly at him for a moment before adopting a serious expression once more. “Annam was once imperial Chinese territory. China cannot survive on its own without its great wealth of resources, especially rare materials.”
“Perhaps so, but then the Germans declared war on China! A state of war exists between the Axis powers and China now!”
The Axis declared war on China after the Chinese declaration of war on Vichy France.
Li Jishen nodded. “So they did, you are truly perceptive.”
The major-general gestured angrily. “And the British Empire, Commonwealth and Allied nations pronounced solidarity with China and declared war on Vichy France to aid you in your struggle. Why do you not wish to formally join the Allied powers?”
“There is no reason to. Millions of Chinese served in Europe during the Great War, as low-paid ‘coolies,’ as you call them. We have no interest to repeat the experience. Germany cannot reach us, we cannot reach Germany. With fronts closer, Germany does not want to reach us, we do not want to reach Germany. We are busy securing Annam, from the north and the south.”

The British officer sighed forcefully. “But what if war
does come to China?”
Li Jishen smiled. “It won’t. I have faith in your Royal Navy to prevent major convoys from slipping through the blockade of Germany, even if you do not. China has nothing to gain from becoming little more than other satellite state to the imperialism of Britain.”
The major-general snarled. “Britain is not interested in Asian and Pacific imperialism any longer!”
Li Jishen smirked at him. “Of course not. Now leave, we will not join your ‘Allies’ bloc, that is final. We may be in a state of war with Germany and the Axis but there is no war between us, unless you force it.
You are the warmongers.”
As the officer stormed out of the tent, a messenger ran in, panting hard and offering up a missive. “Sir! A message from Chen Gongbo!”
Li Jishen unrolled the parchment and nodded. Production planning had been completed and the Chinese Development Corporation was continuing their good work.
China’s industry was beginning to modernize quite rapidly.
