In 4x and exploration in EU4 both hard and soft range limit is used to limit exploration. Hard range limit is what Eu4 or MoO2 or Gal Civ uses where your ships can go a set distance but no further when exploring.
This is opposed by a soft range limit which EU4 before EL Dorado or Distant Worlds. In EU4 you could go anywhere but the hull of ships slowly degraded till the ships were sunk or in Distant Worlds you can go anywhere but once you run out of fuel your ships move very slowly.
