Internally, it has been slated for a 2014-03-14 (i.e., today) release at 2000 CET (i.e., in 1.5 hours). All the patches for it have been completed already, so it's a matter of just putting the release together, uploading it, and announcing it (the last step there taking the longest, most likely).
It includes proper fixes for all the cinnamon / omelette event chains extremely rapidly-firing; PB 3.5.0, which simplifies and now uses the vanilla map when not configured to run with SWMH; PB VIET Immersion now using PB's map (therefore vanilla); fix for a long-time bug which had been entirely preventing characters from earning combat eXperience Points toward levelling-up their fighter trait through battle participation (if VIET Events and/or Immersion was enabled alongside PB); of course, EOOQE's extensive fixes/updates to NBRT+; and a general fix for "do_not_disturb bugs," even due to external mods (example of effects the bug(s) cause which the fix alleviates: the decisions for feast/hunt/blot/fair/pilgrimage, etc. all disappearing after awhile for the rest of the affected ruler's life), an increase in PB's base chance to earn fighter trait XP during combat by 25%; localisation fixes for VIET; and the Mac OS X installation instructions will now
finally be bundled in the installer archive (in addition to the download/FAQ thread OP, where they already are).
Can't make any promises upon exact timing, of course, since only Meneth can do the actual release (an organizational choice), but that's his ETA for doing so, as I understand it. Haven't heard from him in awhile, so it very well could end-up being later, but he is
quite punctual when it comes to schedules usually.
