I'd suggest removing them all (keeping St. Petersburg and Sevastopol only in Europe). They have trouble raising armies due to IC difficulties as it is, and to have them defend against unrealistic amphibious assaults is a bit silly.

There is nothing at all unrealistic about Germany staging amphibious assaults on Russia's Baltic beaches. At least the German General Staff didn't think so prior to the Schlieffen plan.
A level of control of the Baltic permitting sea-borne assaults on Russia was one of the selling points for the expansion of the German fleet. And in the Russia First planning that preceded Schlieffen a number of amphibious assaults along the Baltic coast were seriously contemplated.
Yes, the presence of the beaches does make it tough for Russia. But it was tough for Russia.
