It’s interesting because there were plenty of examples of assimilation in homelands in certain cases. Magyarization in Greater Hungary, Russification in Poland, Germanization in Prussia, Turkification/Hellenization in the Aegean.

The issue is a sweet spot needs to be found whereby certain assimilation can occur in homelands without seeing millions of English Bengalis or South German Hungary in 1856. Perhaps a wealth/urbanization requirement to homeland assimilation to represent assimilation for the wealthy and educated, while the peasantry retain provincial customs?
Maybe if both have a homeland on the state, like Transdanubia, assimilation to the primary culture can happen at a slower rate. Otherwise, migration of other cultures that then assimilate to the primary would already reflect things like russification in Poland.

I think the hard blocks were a problem. Because they also created situations equally absurd to those referred here in this post (Han majorities in american countries anyone?)

And also we have the practical problem of performance been hit hard with lack of assimilation. Game rules could help with the issue of catering to different people, but still I feel like we should be able to try to get the best of both worlds. Be able to not have the hardblocks but also don't make assimialtion insane.

The change to conversion I feel makes sense, as it also worked that way historically, and makes state religion not utterly terrible (though still probably the worse option as it doesnt have many inherent benefits like the restrictive cultural laws do).

Now for assimilation. Some level of acceptance is still required. So that helps a bit. But I feel like for inmmersion a couple of things could help. Like for example, in homelands assimilation would only happen if
  1. A specific decree is used (The natonal values one would be likely the one here)
  2. The target culture also has a homeland in the state
  3. The target culture is the majority in the state
And even still it could have a malus to the assimilation speed.

Then adding "hybrid cultures" for different heritages could also be great in this. Equivalents to afro american. The problem is that it means more cultures, but given they are going to be used to amalgamate others, it could actually turn out beneficial late game. Better have a second mixed heritage culture, thant a dozen different cultures of another heritage. At least compared to 1.8.3. It would need some testing.

Also for the sake of performance, fully accepted pops should problably still convert (even if at a reduced rate) outside their homelands.
