If I change it to that I get an almost empty .mesh with the size of 1KB and this message:

Ok i get it your attribute shader was wrong , you can see it in extra attribute of the phong shader object.

Check the difference between the old one (yours) and the one in the new mb.

In the new one you can change if you want the shader attribute for the export on :
-"PdxMeshAdvanced"
-"PdxMeshHoI4"
-"PdxMeshAdvancedSnow"
-"Collision"
(in your it's not)

For resume :
On the hypershade :
-Create/material/phong
-Select your phong shader object
-Open the pdxExport pluggin, section "Selection"
-Click on "add"shader" attr."
-Assign your phong shader object on the polygon object you need to export if it's not already done.
-Export
