Description of problem
Can't colonize the holy site

Please explain your issue is in as much detail as possible.
I was trying to make albion, but i can't colonize only one provinces. Because i can colonize all other provinces, i think i can't colonize this province because it's holy site. (Maybe this problem is related to the issue that can't move pops to the holy site)

Steps to reproduce the issue.
Try to colonize the holy site

Having the exact same issue, Stopped my albion playthrough in its tracks since... well, I can't form Albion. I have a decolonized holy site in Caledonia/Ireland In a Territory very close to some screenshots in this thread. I hope It gets fixed soon, as I would love to continue doing my playthrough as this update is very fun!

Same problem. Friends above described the circumstances in detail. Almost nothing to add. I play for Rome. During the internecine wars, the Greeks decolonized Arcadia and Olympia - holy places. I cannot colonize them. Arcadia is located on the coast, which means it is needed for Mare Nostrum's achievement. Hope for a quick hotfix within two weeks. I would not like to ruin the game.

It is indeed, not a bug. However, due to some changes related to the levies implementation, it now conflicts with other systems (primarily colonization). The restriction on moving pops to/from holy sites will probably be removed.

Perhaps it was done to encourage players to unlock new traditions?

Indeed, you can work around it that way; however it is not the intended resolution of the issue.

This is discussing pops being moved out of holy sites, not colonization of holy sites. The context makes it clear what the OP was referencing, because he mentions the localized tooltip which exists for "moving pops" no tooltip tells you that you cannot colonize a Holy Site.

It is very clearly a bug, especially as it limits some cultures from ever reasonably completing their unifications.

Same thing here: can't colonize Libarna (Liguria). There's a shrine of Vulcan on it. I have all prerequisites to colonize in all adjacent territories. A bit frustrating because I'll have to abort the mission :)
 
Same situation here. Playing Macedon, can’t colonise one holy site province in Greece so I can’t finish my mission to own all of mainland Greece.
Also to get to the ‘Border Fort’ tech, I need to embrace Levantine traditions, then Punic traditions, and then italic traditions. So that’s obviously not a viable strategy to bypass this bug.

How can you build a Fort in an unowned province?
