Marketplaces don't increase number of trade routes by 2,5% as they are supposed to

Marketplaces should add 2,5% to trade route totals in the province they are built in. I built many in my capital province of Latium, in the four cities surrounding Roma, because it seemed super useful. I had more than 20 total, which should add at least 50% to the number of trade routes in Latium. My total number of trade routes was 26. I got suspicious because I didn't see the modifier when hovering my mouse over the number of trade routes. I deleted all marketplaces, waited a few months, still 26 trade routes. The pop assimilation and civilization bonuses from marketplaces seem to work though, if only in the territory they are built in, not province wide.
Steps to reproduce the issue.
I have normally two mods enabled that I disabled to try this. Started a new game as Rome, turned on 'instantbuild' in the console, gave myself plenty cash, and built marketplaces in all building slots in capital province Latium. I could build 17, which should result in +42% trade routes. You start with 6 trade routes in Latium, I waited a few months after they were built, nothing changed, should have increased by 2 or 3 routes. I also tried with all DLC's disabled, same result. I then realized that maybe the problem was that the trade routes are only counted in the capital territory, as the pop assimilation and civilization bonuses are only counted in the territory they are built in. Started another game, deleted all buildings in Roma, built 9 marketplaces (+22,5% trade routes, so at least +1), waited a few months after they were built, still nothing. The screenshots I attached show plenty marketplaces in Latium, few months after the were built. I also attached the savegame although it is super easy to reproduce.
