Description of problem
Marketplaces don't increase number of trade routes by 2,5% as they are supposed to

Please explain your issue is in as much detail as possible.
Marketplaces should add 2,5% to trade route totals in the province they are built in. I built many in my capital province of Latium, in the four cities surrounding Roma, because it seemed super useful. I had more than 20 total, which should add at least 50% to the number of trade routes in Latium. My total number of trade routes was 26. I got suspicious because I didn't see the modifier when hovering my mouse over the number of trade routes. I deleted all marketplaces, waited a few months, still 26 trade routes. The pop assimilation and civilization bonuses from marketplaces seem to work though, if only in the territory they are built in, not province wide.

Steps to reproduce the issue.
I have normally two mods enabled that I disabled to try this. Started a new game as Rome, turned on 'instantbuild' in the console, gave myself plenty cash, and built marketplaces in all building slots in capital province Latium. I could build 17, which should result in +42% trade routes. You start with 6 trade routes in Latium, I waited a few months after they were built, nothing changed, should have increased by 2 or 3 routes. I also tried with all DLC's disabled, same result. I then realized that maybe the problem was that the trade routes are only counted in the capital territory, as the pop assimilation and civilization bonuses are only counted in the territory they are built in. Started another game, deleted all buildings in Roma, built 9 marketplaces (+22,5% trade routes, so at least +1), waited a few months after they were built, still nothing. The screenshots I attached show plenty marketplaces in Latium, few months after the were built. I also attached the savegame although it is super easy to reproduce.

The Marketplace tooltip says that the 2.5% are applied to the _local_ trade routes. That means the territory not the whole province. You can see the trade route number of the territories in the details bottom left. Your city of Rome shows 1.76. So you would need way more than 20 marketplaces in Rome alone to get a whole new trade route for the province.

You can actually see the number change when building or destroying marketplaces.

This doesn't look like a bug to me.

Yes, it only boosts the local value (which one might question it terms of balance, but it isn't buggy):

Ah okay, thanks for the explanation. So basically they are only useful in your national capital, and then actually really not that much? My current city of Rome has a population of 225, not too shabby, and this gives 11 base trade routes from the city of Rome. So I'd have to build 4 marketplaces for 1 extra trade route. The 2.50% pop conversion speed is useless as it's already very fast in the capital (currently 4.50 per month which seems high enough never to worry about it), and the civilization level bonus is only 2.00%, so same as a library for example. Am I correct in saying that marketplaces are useless? Or is it the idea to grow your capital way bigger, so they will actually fulfill a function later in the game? (I never played to the end yet, year 600 was the latest). If they are useless I'll make a suggestion out of it, to make the trade route bonus province wide.
 
I wouldn't go so far that they are completely useless, but if at all they go in big cities - and the nations capital is likely the most efficient place, where you can build them...

- The capital is likely the biggest city where the trade route increase factor has the highest impact (further fueled by likely many happy Nobles/Citizens there)
- The extra trade routes you get are especially valuable, as you can create nationwide boni with them
- The secondary assimilation boost is also likely to work good here (many slaves from conquests to assimilate and a high base assimilation rate, where the % modifier gets applied on)
- even if the capital is only a top spot for other buildings, it is also the province where you can rather savely invest PI in further building slots (as those investions are fairly civil-war safe here)

Well, they are not "useless" in the sense that they have "a use", but since you only have limited building spaces, almost any other building is more useful outside of the Granery, Training Camps, Tax Offices and Earthworks. If you have any spaces left, stack the Library for Research and Local Civilization Level, not Marketplaces.
