I've used both GRA and ROY to put the Royalists back into 1.08 (for player-as-England games) and I've noticed that they appear earlier with GRA. In about ten test games with ROY, I've never seen them appear - no matter how long the provinces have been in revolt - until after England converts to Reformed. (I played a game last night where I let the revolts continue and kept my stability at -3 from the time of the Reformation all the way to Calvin - quite a feat! - but no Royalists appeared until after England converted to Reformed; then, boom, there they were.)
I'm wondering if there is something in the hard code that triggers ROY only at that time. That would make sense - it would put the appropriate religious divisions in place and delay it until a reasonable point in time.
It's possible that ROY will only work with England. But it might also be possible that ROY would work for any other nation that is likely to convert to Reformed. The problem with Serbia might have been that it was in a Catholic country. Just a thought.
