This sounds more like a generic customer support response from a bot (either figuratively or literally) who doesn't really know anything.So, as to give you all some more information. In September i inquired with Paradox support on the situation. Since it was still being sold and i had preordered it with the dlc i wanted to know if it was still being developed. Here the answer i got from their customer support:

Could very well be, but thats at least what the message is from paradox. This whole thing has shaken my trust in Paradox so much that pre-orders for anything are OUT and I will be taking a hard, skeptical look at anything they publish. TBH I likely won't even touch published games until they've been out a couple years are confirmed to be finished if this is expected behavior.

You have this the wrong way round, as do many others. It’s somewhat perplexing. It’s this:Romero is basically the only one at fault here as far as I know from recent.
Paradox already said that they will never be delivering DLC 2 as the game is "archived", however Romero is still placing it up for pre-order and is even putting it on sale on the Nintendo store.
Steam should be ashamed of themselves for not acting on this.
On the one hand I agree. They shouldn’t be allowed to get away with taking people’s money and not delivering on what was promised. On the other hand, what have I lost? £10 at most? It’s not really worth fighting for. I just won’t pre-order anything again given there’s obviously a risk involved that any benefits of pre-ordering (some graphical fluff, woo!) doesn’t outweigh the loss of a promised DLC.Should we try to coordinate some joint action? Atleast in EU we should have decent consumer protection laws. Maybe create some Discord server or something and think where to go with this, its obvious just talking in here is not enough to actually progress things. As the expansion pack is still being sold in many plarforms, I'm sure we can find a decent amount people who are in similar situation and care about their rights.

Thats why we should gather up more people from otherplaces as well, Steam, Reddit, etc. to get enough people to have some leverage. We could then message Steam and other platforms about this as Im sure they are not too happy that non existing products are sold through them. Then ofc the relevant legal entitities if needed. I'm not an expert in these matters (luckily you rarely encounter these sort of things), but I'm sure if we get enought people we as a group can come up with a good course of action.Fair points.
There just doesn’t seem to be enough folk replying to make a difference though. Back when another game got cancelled, which I’m not sure I can mention so I won’t, the forums went into nuclear uproar. Paradox responded then. They’re not responding now because the complaints aren’t at that level. They can easily ignore this and so they are.
