I think the Swedish setup is kind of weird. I like it when the provinces are at least partly based on population and population density and stuff like that.
Why is Finland only two provinces? At least Finland + Åland as well as Nyland could be made separate provinces. And I'm unfamiliar with the names Norr- and Söderfinne.
Why is Jemtland and Herjedalen separate? Herjedalen is the part of Scandinavia with the lowest population, so how do you justify it being separate?
Although Bergslagen wasn't an official province, it would be nice to have it in, covering Gästrikland, western Uppland and Södermanland, Närke and Västmanland, then Dalarna and Värmland could be merged as Dalarna/Dalecarlia or Värmland (preferrably Dalarna).
This would allow for a Svealand province covering eastern Södermanland and most of Uppland.
I haven't seen Tiohärad as a province before in any source of mine and I'd rather like a separate Kalmar and Jönköping, for me the population in the area is too low to justify it as a province of its own. Or just a Småland province, if you still want to lower the amount of provinces, I think you said that a while back. Blekinge could also be merged with Skåne, the two have always been together since 1419.
The stuff I like is Östergötland as separate, and the shapes and names of Hälsingland, Västergötland and Kväneland. Oh, and Ingria and Kexholm too
