Lost massive amount of DLCs after repackaged Steam bundles were released

Description​

On 18 December 2021 I have bought EU4 Ultimate Bundle on the Paradox Store (order number #US00725821), which used to contain all available DLCs, including all Expansions, Content DLC, Unit Packs and Music Packs. On 19 December 2023, the day of release of repackaged Steam bundles, I lost most of the Music Pack, all of the Unit Packs, as well as all of the Content DLC. When I checked in the EU4 launcher, all of those products were marked as "unable to verify ownership of this DLC". When I checked in my Steam acount, I saw that all of the above were gone from my library. I first noticed this issue when playing on my Linux Ubuntu machine, however the same is true for the Windows version.

Edit: On 02 January 2024 most of the major Expansions also were marked as "unable to verify ownership of this DLC". On 03 January 2024 some of them returned, but not all. Major Expansions that are still missing are: El Dorado, Common Sense, Mandate of Heaven, Cradle of Civilization.

On 19 December 2023 I lost the following DLCs:

Steps to reproduce​

Go back in time to 2021 and buy EU4 Ultimate Bundle on the Paradox Store. Redeem the Steam Key on Steam. Wait for 19 December 2023.

I'm experiencing the same issue as other folks in this thread. Today I spent couple of hours trying to figure out why are some mechanics, which I've been taking for granted, missing. To my unpleasant surprise I also found that some DLC are missing from my account, thus the mechanics.

I understand that shit happens, but it really surprises me that this issue was reported on 19th of December and it's still not solved. I was getting more and more psyched about (yet again!) making Byz great again and finally, when I had a bit of time, I was let down. It's a huge bummer.

I am another owner of the EU4 Ultimate Bundle who has been experiencing issues with missing DLCs since January 2nd or 3rd. It took me some time to realize what was happening, and initially, I thought I was mistaken.

My interaction with Steam support has not been very helpful, as they claimed that these paid products were ''intentionally'' removed by the publisher, which I found hard to believe. Today, I received advice directly from Paradox helpdesk, stating that their team is currently on vacation until sometime next week and will look into the matter as soon as they return. :cool:

The missing expansions from my bundle include:

  1. Cradle of Civilization
  2. Mandate of Heaven
  3. Common Sense
  4. El Dorado
Additionally, I haven't had the chance to investigate further, but I had nothing to purchase before checking the Ultimate Bundle last week. Suddenly, I find myself missing the above-mentioned DLCs and the Digital Extreme Edition upgrade.

On a side note, I find it perplexing that they haven't granted a free subscription for ultimate owners, especially when there is such a mess going on. I've been with Steam since 2006 and have NEVER experienced anything remotely similar to what is happening here. I take no pleasure in saying this, but I don't appreciate being held hostage between two companies that appear so incompetent and, even worse, unconcerned (I'm looking at you, Steam Support) for this extended period. It's disheartening, and it needs to be addressed.

Wait, so they made this huge mess on December 19th, and then went on two vacations in a row without addressing it? And even fudged it up further in between those vacations (on December 19th it was mainly unit and music packs that went missing, on January 2nd actual expansions disappeared as well). I love Paradox, but this is just ridiculous. Never before in my entire life was I robbed of this many products that I payed for. I feel hurt and betrayed.

Hey, everyone - I know how disappointing it must be to suddenly lose access to DLC you've bought, especially when you've been wanting to get some EU4 time in on the holidays, and we're really sorry about that.

It's something we're taking very seriously, and I've personally been watching staff like @Rossarness (who's been in this thread) and our release manager work to resolve this even over their holiday period. As you may have guessed, it's turned out to be less straightforward than we'd hoped, and the need for Steam to investigate the matter on their end means that things have progressed much slower than we'd like.

Thank you for providing all the information you have so far as it's been invaluable to the investigation, and we encourage you to update us with anything more that you may have. We're all keeping a close eye on this thread and will keep you updated to the best of our ability, and we appreciate your patience and understanding here, even though I can understand it's frustrating.

EDIT: Nvm, thought I was responding to the previous post about the 100 Years' War unit pack still missing. Fantastic that it's working for you, and thank you so much for your patience.

If others in this thread could verify their files and check again and let us know if you have any luck, that would be great.

Hello,

I wanted to bring to your attention that it appears all my licenses for the missing DLC's have been restored. While I acknowledge this partial resolution, I must express that this situation has been our worst nightmare come true. I am not extending gratitude for solving the issue, as the impact on my gaming experience has been significant during this period.

I hope for a complete and permanent resolution to prevent such disruptions in the future. Please continue working towards a comprehensive solution, and I appreciate your ongoing efforts.

I can confirm that all seems good on my end aswell. I hope that Paradox will put better systems in place to prevent such issues from happening in the future.

I can confirm on my end that as of today, there are no more missing EU4 DLC not being verified in my game and they are functioning as normal now. Thank you for resolving the issue and I sincerely hope that no such similar issues occur in the future.
 
Now everything seems fine, thank you. Many thanks to @maximous.asterious for your well detailed explaination of our common problem. I think that everyone knows that s**t happens. Of course I've never experienced that a game I bought was deleted from Steam library but at last it has been resolved.

Your disappointment is understandable and we are sorry it took a while to resolve. We're working with Steam to continue our investigation and are doing our utmost to ensure similar issues won’t arise again - of which we are ultimately quite confident.
