Nope, sorry. You can try, but I doubt it will yield the correct results (particulary in TI generation).
 
Question: Are there any programs available which will produce the same thing as Photoshop but which are substantially less expensive? What are my options? I'm not buying an expensive program merely to play around with the continents of the world. :)

The GIMP will be properly supported in the next beta. At least, my tools will be able to read the GIMP saved psds. ;)
 
I have a little question about the versions 1615/2020 provinces and the photoshop files : can I use the photoshop file for both versions (1615 an 2020) ?

exemple : If I want to change only a graphism on the map (LAUNDA in LUANDA...), can I insert the psd in both intermediate format ?
exemple2 : If I want to change the borders between two provinces (Ile de France and Orleanais), can I apply in both format ?
exemple3 : If I delete a province (a Caspienne Sea) and create a new province (New Caledonia) with this province id, can I apply in both format ?

Well... Yes.
Of course, when you try to import a psd with province ids >1613 into a 1615 map, this will not work (it will complain about invalid ids). If you keep that in mind, you can use PSDs for both.

The rule-of-thumb is: if you keep to the 1615 limit, you can use it in both versions.

Eh, you do know it's a command line tool, right?

try using a /? option with every command to see all available options.
Other than that, one of the magellan threads contains a quick tutorial (or it may be the "hacking the TBL files" thread).
 
Is there any tutorial for editing the map using the Gimp? The photoshop tutorial says to load the action magellan.atn, but the Gimp does not appear to have actions. Also, does every province need to be a different color on the IDs layer, and, if so, what colors can new provinces be? Also, how do you know which ID corresponds to each province?
