I've read them yesterday on steam, and waited a day (if it would get edited but it didn't) so i assume it's official minimum system requirements

From steam store:

......

I've quoted only the graphic card and dx version from the system requirements, to avoid confusion.

I've got nVidia Geforce gtx 260+ card with 896 mb, that can support up to dx 10.

I would assume that i would be able to play this game.
But minimum. sys. requirements also says that the graphics card also has to support dx 11, which leaves me wondering:

Is nvidia GTX 260, with support up to dx 10 going to be able to play the game, or not?

Developers, please fix this confusion, it makes no sense and it makes you look extremely unprofessional, i'm really sorry, please, no offense, but this is my opinion.

Geforce GTX has neither only 512mb ram, as you've said, neither supports dx11, so what is it going to be, devs?

I'm no expert in the subject matter, but I know enough to see the problem now that you've pointed it out. I'm passing this on to the appropriate people to get clarification and/or correction. Thanks!

I would think it should say something like "[lowest dx-11 capable card able to run the game] or better dx-11 compatible card".
 
A third (and very subjective) point of advice is to never buy PC parts second hand.

Why not? I've bought a lot of second hand PC parts from hard drives to GPUs and CPUs. Last summer I upgraded my AMD Phenom II x4 955 (bought 2009/08) to i7-4770k including the motherboard (Asus Z87-Pro) and 16 GB RAM. I got the cpu+mb+ram pack for 140 euros cheaper than brand new. The parts were only 7 months old. I also bought a GTX 580 but I managed to get its backplate twisted so I used it for over 7 months but it started glitching too often. So I decided not to invest into a GPU about the same speed so I bought MSI GTX970 Gaming from the store. During the summer time I also bought 3x 2TB and 1x 3TB hard disks. All 2TB disks are in my former desktop in a 4-drive RAID5 array and the "desktop" is a headless Ubuntu server these days. I also bought miscellaneous parts (second hand) to upgrade my mother's PC at the same time.

Prior to last summer, I had bought many used PC parts, including two Radeon HD6890s that I used for two years without a glitch.

I'd say you could buy used parts but be careful where to but them. Maybe it's quite safe here in Finland. :)
