I believe I am the administrator, but as Fulax says I can't really run ck2 as administrator without an exe ;-)

This seems to be a problem with the installation - not with running the game. I am not certain I have ever run the game on this pc though - it crashed at startup before I reinstalled (showed the normal start-screen though), and the reinstall led to a missing exe...

Here's the response I've had from Steam. I don't have access to my PC at the moment but hopefully it works for someone else - I don't think I've tried clearing the download cache yet.

Please try the following on your PC, it should help with your issues with Crusader Kings II:

1. Open the Settings panel in the Steam Client by selecting “Steam > Settings” from the top left menu.
2. Select the Downloads tab and click “Clear Download Cache” at the bottom.
3. Click “OK” to confirm, then log in to Steam again.

After logging back in, please verify the files for this game:

Verifying the files solves many common issues for games.

Interesting, there doesn't seem to be a single thing you all have in common. That's not good ><. Another question though, are any of you part of the Steam Beta? This is highly unlikely to be the cause but can you open Settings > Beta participation and check if you have opted into the Steam Beta update? If so, can you please opt out of it, restart Steam and see if that magically fixes it :p?
 
That is a shame! Please get back to Steam all of you, see if there's something else they can come up with.

Here's a thought - what Steam download region are you all in? Perhaps try moving it to somewhere distant so the game comes from a different Steam server.

I'm experiencing the same issue here.

win7
g data internet security (doesn't show anything as quarantined)
amd radeon
steam (non beta) as admin.

In the recent sale I bought the game in the paradox store as a part of the kings and queens bundle + some extra dlcs (including reapers due).
While other games (e.g majesty 2) work well,
CKII fails to download any .exe-file.
For this reason I can't start it as an admin, nor can I try to manually start it. It simply isn't there.

I verified my local data, restartet Steam, deleted and reinstalled the game. I deleted my Steam Download Cache, logged in and verified again. Same problem over and over.

So the million dollar question must be: What do we have in common?
- Different versions of windows
- Different antivirus
- Different graphics cards
- Different countries

I hope somebody can figure it out, I'm afraid I'm stumped.

Having read through the thread I'm having exactly the same issue. I've cleared the steam cache, verified installation, uninstalled, reinstalled (with repeated computer restarts) numerous times yet the executable is still missing.

For me this started with CK2 crashing when loading databases following the latest update and the installation of Charlemagne and Sword of Islam. I uninstalled to fix this then found myself with the missing executable problem.

How many people here purchased pre Reapers Due DLC around the time of the update? I'm wondering if this played a part
 
Nothing seems to be happening, so I'll post a screenshot of the game directory after a reinstall today (that didn't help at all).

Maybe something here can inspire a solution?
 
I've had one report that copying the entire Steam CK2 folder from another machine got that customer working (in his case, from a friend's Steam account).

Do you have access to a different computer to try the game on? It would be very interesting to see if it happens there too - that will help determine if it's a Steam account issue or a local computer issue.
 
I only have Linux and Mac systems handy - I assume transferring those files to a Windows PC wouldn't work? If it works for others here I'm sure I'll be able to find another Windows system though.

The game does work on my Linux laptop, so it presumably isn't a Steam account issue.

Well, I'm pretty sure you'll find ck2game.exe doesn't exist ... !
