Is the .mod file supposed to have a closing brace ('}') at the end? The validator is throwing a hissy fit about not being able to load the .mod file and I think it is making my mod that uses cleanslate as a base fail to load.

Yes, the game always mutilates the file when I upload it to the Workshop.

BUG REPORT

Type and issue :
History files
Castle turned into city
Messing up some inhertances with higher feudal titles
Same in CSL, as in vanilla CK2
Experienced by me:
Example situation 16thMay, 1213,where the noble holder of the city of Brienne is the heir to the feudal county of Lecce and Taranto.

Location file of bug :
history/provinces/278 - Troyes.txt (130 - Troyes.txt in vanilla CK2)

bug description :
b_brienne is curently a city, but it was still a (subholding) castle in patch 2.834, until this changed in patch 3.x
b_brienne still has the same titles history file, as before patch 3.x.

The devs in turn changed another holding in Troyes, b_chaumont from a city into a castle (subholding).
b_chaumont has no history file.

A search of the files reveals no mention of b_chaumont in events or decisions nor the province ID.
Looking at the real llife history of Brienne, the Champagne, the house of Brienne and the house of BLois i also see no reason for that change.

= I think it can be said that it looks like a complete accidental bug.

Hence solution suggestion :
Edit the 278 - Troyes.txt file in history/provinces and make b_brienne a castle and b_chaumont a city again.
