Guys, I have ported IC values of MDS 1.6 to MWM. There are a lot of empty provinces for now but I will redistribute ICs to fill new provinces.

However, I also want to make changes to IC situation of majors. Now;

USA 491 IC
Russia 63 IC
China 347 IC
Japan 188 IC
Germany 102 IC


First of all, I think, Russian IC is very low compared to other majors. I think Russia should have higher IC value.

Secondly, I think Japan have very high IC value, considering the Japanese constitution forbiding the establishment of army, this high IC value doesn't reflect the reality. Japan is called as soft power and will be such in the mod. I will still give good amount of IC to Japan but it will be nerfed quite a much.

Thirdly, I think Chinese IC values is very high compared to US IC. US should have absolute superiority in war production. Both US GDP and military expenditure is more than twice of Chinese ones. May be, I should keep US same and lower Chinese IC.

What is your suggestions ? How should majors IC allocated ? What sources should I use to obtain realistic figures of war capacity and economic power ? Thanks in advance.
 
Maybe Japan should get a high industrial efficiency penalty? Maybe a 90% penalty until the national army ban is lifted.

that's very good idea indeed, I can do this. I looked at military expenditures list in wikipedia and Japan is nearly the same as Russia. We can give Japan high base IC but with the reduced effectiveness we can catch a good balance.
 
I think for Russia to a 120 IC its a true value...For the USA the IC is equal with its current real value...China hm...My personal opinion for chinese IC value it can be reach the us IC closely but not totally the same...For Japan the IC value can be cut down to 100 IC...For Germany its a good value by my opinion. :)
 
Guys, I am introducing new type of unit in MWM in addition to MDS units : Paramilitary Brigade

This unit will be much used by poor nations which are not capable of producing basic regular army. The most basic attacking military formation of the game is motorized brigade/division. You need to have quite a good amount of IC to produce trucks, artillery, anti-tank guns and such to form motorized division/brigade. This is not affordable for poor minors. Garrisons are good for minors but they can't be used for offensive. I hope that with paramilitary, even the poorest countries will be able to launch offensives.

Paramilitary brigades will be good to represent US war against El-Queda and Taleban as well. I will put many paramilitary brigades to poor nations. I am also thinking to represent Libyan civil war with the help of paramilitaries.

I added techs for this unit type in the left corner down. It will be very easy to research paramilitary techs. They will be cheap and quickly produced units.

Here, as Palestine, I can train Hamas militants as I cannot afford to produce professional army with trucks.

IMO, Russia might even have too much IC. Their economy is outgunned by Italy and only slightly higher as Spains. But I agree that the fact that the Russian government has a higher influence on the domestic economy should be represented by a much smaller IC penalty.
 
hi guys, I am very happy, I have fixed irritating "scenario files had errors" error. The error was caused by one single province which is not given to anyone, I sjould point out that this province is also non-existant on the map, it just exists in the files. It took huge amount of my time I was just near giving up :)

by the way, at first I wasn't going to put EU in the game but I decided to turn Vatican into EU as it may be beneficial for some scenario purposes.
