The launcher ignores my default web browser when launching web pages. It instead launches chrome.

So for HOI4 my steam mods disappeared this morning and the launcher says I have no mods. Also in the "begin new game" map screen when I click START either 36 or 39 I get an instant crash to desktop. Even after un-subbing the mods from steam, so shouldn't be mod conflict. So no more world conquest for me I guess, why not break what needs no fixing I do use Avast, but not gonna change just because you broke your thing..
Did verify and reinstall, no difference. Blagh

It's really rather hard to compete with the intrusiveness of AV software, but we are considering ways to work around the problem.

That's like asking for a refund from your car vendor because the security firm that you hired doesn't let you enter your car anymore, after it got new tires. I think that it is the fault of the antivirus software if they block a legitimate program like the paradox launcher and you should complain to them.

the correct answer would be in the lines of: we made a mistake with the Launcher, and will revert it until we find a fix that doesn't affect our paying customers

they already have your money, why would they care if it works for you or not?
the launcher has been broken for a huge number of us for close to a year now. They either dont care or cant be bothered to fix it.
theres a third party launcher, Irony Mod Manager, that actually consistently fucntions and so is infinitely better than paradox's trash. Check it out.

also, disabling Avast does not fix my issue, so there's something else wrong
i can load vanilla and workshop mods, just not my local mod

You'll need to add the game .exe file AND C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/launcher-v2.2021.1/paradox launcher.exe to the exceptions list of Avast. You may need help from their support to ensure both apps are allowed to read and write to the Windows User Documents folder, which is classified as a System folder so gets special protection from them.

No, that's wrong. Here is my own research. Tested on EU4 and HOI4.
I added the whole folders in exception and it didn't work.
However when I added launcher in the list of allowed apps it worked out.
More specifically, Ransomware shield is responsible for this.
Then I DELETED exeptions AND allowed app but turned ransomware shield off it still worked.
I continued.
I turned the shield back and just added the launcher back in the list of allowed apps. Everything worked.
But I can't just add more and more apps. right? =) Who know how often Paradox intend to update everything?
The best option is just unselect *Database files* checkbox below Ransomware shield settings!

UPD
Another error, when a game loading.
Deleted C:\USER\your_username\DOCUMENTS\
from the list of protected folders.
Now it's fine.

is it hard? you managed it just fine in earlier versions of the launcher and the various third party editions have no difficulty here. What do you have it doing now that is upsetting to the antivirus?

Almost the identical problem as OPs post, my 'Installed Mods' & 'Playsets' tab is completely missing only the 'Mods' tab is available. however I know there are definitely many mods functioning as if I hit resume i can access my latest save working fine with many mods, where as hitting play and manually loading the game causes CTD. I have AVG if thats any help but... well... your previous versions worked better. 1500hrs of gameplay ago I was praising how simple the launcher was, how the turns table.
UPDATE: I tried allowing beta version of the launcher, which made the 'installed mods' tab to appear, but no change in what the tab actualy shows no mods to be found same as without beta launcher as shown in OPs image, except the tab is just named differently.
UPDATE UPDATE: Can confirm simply turning off my AVG temporarily, fixes the issue fully.... guess I will work with this untill it is patched.

I’m already so over the new launcher. It updated today and when it launched all my mods were gone. Even though in Steam I was still subscribed to them. I had to unsubscribe from all of them, then spend an obscene amount of time resubbing to them. Then the game does not load maybe two or three mods after in place them into a playlist. I’ve tried to Reload installed mods and then all my mods that I subscribed to disappears once again. I’m not sure what to do, but the previous launcher was much better:
Please try the following:
- unsubscribe from all mods
- delete the folder Documents/paradox/HOI4/mod/
- delete the file Documents/paradox/HOI4/mods_registry.json
- delete the file Documents/paradox/HOI4/launcher-v2.sqlite
Add hoi4.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list. You should add steam.exe and C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/launcher-v2.2021.1/paradox launcher.exe to that list.
- subscribe to a few mods
- run the game up and see if those mods are now available to you.
I hope that does it for you!
Clearly AVG is preventing the game or launcher from accessing what it needs to. You may need to contact their support to find out how to fully allow them through.

I have a AVAST and what worked for me on both stellaris and hoi4 was to first disable every shield on avast, uninstall the launcher and restart my computer. Then when I installed the launcher again avast gave me a pop-up saying it blocked the launcher and I just clicked allow, and now I have no problems with the launcher at all.

Every time we update the launcher .exe file, AV apps that want to block it will have to again be told not to do that. I'm no developer but I doubt there's anything we can do about that.
