I've given the province numbers where the four armies were headquartered, but it would seem reasonable to spread the troops out a little along the border, especially in the north-east region. For the non-army troops, I'm guessing the division title is a good indicator of where they were based.
Although the Turks did have Corps organisation, apparently this was very random and ad-hoc, with units being exchanged from one corps to another on a regular basis. So trying to pin down an exact OOB for corps would seem to be a fruitless task.
As for strengths, apparently most Turkish divisions were lucky to be at 25% strength in peacetime. Plus, so many people found ways to avoid military service that even after mobilisation, divisions might only reach 33% of their official strength! This also implies that manpower fgures for Ottoman provinces may need to be reduced.
