Downloaded the patch (or so my steam says), but I cannot launch the game. Clicking "play" in steam doesnt seem to have any effect
People are apparently guessing its a sign of a squeal to Europa Universalis: Rome since "Carthage must be Destroyed" was a phrase used by the Romans during the Punic Wars according to the wiki page linked by nyah.

Interesting guess. Most people assume here that it's a hint for Rome 2. But hey it's Paradox, it could also be something completely different, unexpected and not necessarily (at least from the first sight) logical.
