The other solution is to not use DirectPlay, I guess. Here's what my University tells me:

The aforementioned games use UDP. Due to the nature of the UDP protocol,
it is not possible for us to filter out UDP packets without affecting
legitimate network usage.
This does not mean that it's ok to run these servers. When we are
notified that these gaming servers are active, we take appropriate
measures.

Please understand that as far as C&C is concerned, the filters are doing
the job they are intended to do, which is provide some technical means to
help enforcement of the AUP. They are not a full enforcement mechanism,
as such a mechanism would interfere too much with legitimate traffic.
