Perfect example. My thinking, too, is that the machinery of the state was not as well developed during the medieval period as it was during the colonial period. As Paradox already has the structure of the "nobility" with the dukes, etc., it would be nice if at least the top level of government below the player would have specific capability ratings as well - loyalty, business sense, leadership/combat skill (who is defending your land while you're away?), diplomatic skill, etc. Adding this type of content would increase the depth of the internal political aspect of the game, too. If a lieutenant was popular but incompetent (or vice versa), should be removed? Would it stir up rebellion?
