Right click on victoria3.exe , properties, compatibility. Tick "disable fullScreen optimisations" untick every other box in that dialog, Apply and exit.

Then in the launcher Game Settings menu, select fullScreen display mode, Vsync off, cap refresh rate at 60.

If those don't help:
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.
IF dxdiag.txt fails to attach here, rename it to dxdiag.log , or zip it up.

Please attach here your Documents/Paradox Interactive/Victoria3/pdx_settings.json .
From your Documents/Paradox Interactive/Victoria3/logs/ folder, attach here system.log , error.log

Hello since OP never responded i'm going to respond in his stead as my machine 9800x3d chipset (7.04.09.545) RTX 5090 driver(576.40) 64gb of ram 6000mhz

I'm also having the same issue as of the latest patch (vic 3) as this has never been fixed. the game will be playing at 5 speed then it will hang from anything between 30 seconds to way over 3-5 mins which usually results in a Crash to desktop if i'm lucky it will stop hanging and continue as normal.

This only happens in 5 speed.

I tried playing in fullScreen display mode, Vsync off, cap refresh rate at 60hz. this made no difference.

my normal settings are just uncapped FPS with Vsync to my refresh rate of 180hz

sadly my crashes folder is empty as it doesn't seem to generate anything on crash as windows usually has to force the app to close without a crash exception.

Please let me know if there is anything i can do it assist with getting this fixed as the game is completly unplayable for me

I see you have Windows 11 24H2; this can be the cause of this problem, it seems to affect this game particularly for some reason.

it is a severely broken Windows update that has caused problems across the whole gaming - indeed computer - industry.

Some affected users have definitely seen that help them with this issue. I'd suggest you look at this step first!

And In your Steam Library right-click on this game and choose Properties. In the Launch Options line, paste this in there:
-vulkan

Then perhaps you have a different cause for your issue.

No change locked up in 1836 april at 5 speed.

This is the only game my rig is experiencing issues with.

Pretty much same, stopped playing the game and forgot why. The new update came out and I was excited, only to find out the game still doesn't work. Froze my entire PC in like 5 minutes.

Have you tried Vulkan again? It really should help with this.

Seems PDX say it's an issue with 24H2 that -vulkan fixes but i'm not going to lie out of my 900 game library this is the only game i'm having issues with. This is really up to PDX to fix within Vic 3 rather than waiting for microsoft to fix something they might not even fix as it isn't affecting anyone else other than pdx games.

If the Vic3 devs could have written around the well-documented problems with Win11 24H2 by now, I'm certain they would have! The problem has certainly affected other studios games and other apps, I'm glad none of them are ones you own.

Yes i have it's playable with vulkan but still suffers extreme slowdowns in the sim speed mid late game.

Not sure if this is just vic 3 optimisation or still a 24h2 issue.
Yes, Vulkan will give worse performance than DX11, although I wouldn't have thought to the extent you mention. Does reducing resolution or graphics quality help with that at all?

Vulkan does not work for me. Either in debug on steam or on the menu setting in game. It still locks my PC up completely. And yes, I've tried every solution that's commonly suggested.

Yep, it's the only game I have played with this issue, and using vulkan makes marginal difference at best, the game still locks up my entire PC regardless.

And whilst it did affect a lot of games, most of those have managed to mitigate the issues or had a fix deployed by Microsoft (eg Ubisoft's issues got fixed pretty fast, the AutoHDR and some EAC incompatibilities got fixed, even a small title like Asphalt 8 got a specific fix by MS). Paradox at this point are probably the biggest studio still plagued with issues with no timeline for a fix in sight.

Did mention the issue is still present on Reddit and Wiz replied to me saying they don't think this is something they can fix, and that they're pretty much waiting for Microsoft to fix whatever the issue is. Unfortunately, Microsoft don't even have the issue on their 24H2 known issues list so who knows when that's going to happen.

The disproportionate number of people I see experiencing these issues with X3D processors really makes me wonder if it's even truly a Windows issue.

That's actually an interesting theory and I did notice most reports had an X3D processor, on a whim I just updated my chipset drivers and I'm going to run it in observer mode for a bit to see if it freezes, it's ran for 8 in-game years so far and there's been nothing and usually by this point I've had the dreaded crashes... so finger's crossed this is actually a fix for it?

Will update if it either freezes again or I can go a couple of full observer games w/o freezes.

changing graphical settings has 0 effect, since i'm framerate capped regardless of sim speed the only difference is removing a few micro stutters when the LOD map objects load in.

i have noticed by the late game the game is soaking up a whopping 12 gb of ram not sure if this is relevant at all. luckily i have a lot of ram so it's fine but i can't remember the last time i saw a RTS game get so big.

Yea, I also have an X3D processor and I've essentially been having the same issues. I'm really interested to see if you find a solution regarding the CPU.
