The Jakartan Navy has identified the deep harbor at the island of Guam as ideal for a naval base in the Pacific Ocean. Construction of the naval base will begin immediately with significant resources dedicated to the project.

Domestic Events:
The state of the Iberian peninsula:
The Castilan Commune is ready to enter the Iberian Confederation. It has been two years since the break-away from Castile-Leon, collectivisation of industrial and agriculture production is almost completed according to the Galician Commune precedent (which was the most recent addition to the confederation). Delegates from Free Castile have taken their positions in all layers of the Federal Commune System. However, there is an autonomy (albeit in paper) as a part of the Iberia Unification Decree which mentions that individual communes may maintain their autonomy (if they opt to) during the liberation process.![]()
The war for the liberation of the Iberian peninsula from the reactionary forces i.e. monarchists (Castile-Leon) and capitalists (Republic) is still raging. The front is almost stabilised on the borders of the Castilan Commune. The intensity in the borders with Castile-Leon and the Republicans is unprecedented. Such warfare resembles other times in history when total disregard of human life was the norm.
The Anarcho-Syndicalist movement is still the main political movement in the Confederation. It relishes on the idea of "moral high ground" and it has gained support in almost all countries of the world. At least from their proletariat. This has created a fairly elaborate system of Espionage and Intelligence which despite the free nature of the ideology seems impossible to get penetrated by the other countries' security forces. There is at least one Iberian agent in almost every factory strike in the free world. The secret of their success is that they keep their role secret, effortlessly mingle in the immigrant communities without looking like the troublemaker that everybody is used to. This has created "chilled" relations (to say the least) with almost all countries in the world, with the exception of Britain, New England and Anthony van Diemen's Land (although the relation with the latter are chilled for other reasons). Naturally, there is no syndicalist influence on Totalitarian countries or countries which have strict immigration policies.
Internal Problems:
- The militia army system creates a force of sub-standard quality. It also drains manpower from industry and agriculture.
- The population is addicted to a constant state of war. Specifically, in the "liberation" of "something". There is a fear in some committees that this militarisation of the society may lead to fascism, totalitarianism or at least "trigger happy" fingers.
- Inefficient political system. It takes time for a committee to decide on anything. At the moment the state of war simplifies many processes, but some times the problem is evident.
- Many factions within the political system. Pacifists who insist on peace with the republicans after deliberation with their centrists, neo-marxists and traditional communists being associated with Anthony van Diemen's Land's ideology and political system, Proudhonists and libertarian anarchists, radical Christians and countless individuals fashioning themselves as forward political thinkers advocating various political systems.
-There is a big difference between the "old" Communes of Lisbon and Livre Portugal ((IRL: Modern North Portugal)) and the new Communes of Galicia and Castile, specifically Castile. Despite the reports, the collectivisation has not progressed to the level specified in the Updated (three times) 4 year Plan. Big industry and farms are nationalised but the small business owners refuse to participate in the proposed model. They demand higher payoffs by the communes. This creates problems with those already collectivised who feel treated unfairly.
Economic Status:
- Mediocre agriculture. Sufficient for the local population only after heavy rationing. The surplus produced in Livre Portugal is distributed in the war torn Castile. Fishing and its associated manufacturing (food) in Vigo in acceptable levels. Chance of exporting for 0 A.E.
- Infrastracture in Castile low, in the rest of the country below average levels. Lisbon resembles an almost modern capital.
- Industrial Capacity below average, relying on Britain and New England for expertise and supplies, so that other aspects of industry can survive.
- There is a booming industry in small arms manufacturing and some local expertise.
- There are workshops dedicated in aviation with expertise from Britain.
Military
Army:
All males and females from 16 years to 45 are available for conscription: 2.5 mil reserve forces.
Active forces 1 mil, although some are not armed (Enlisted construction and engineer corps + volunteers).
International Brigades: 40,000
Navy:
3 old "Armoured" Cruisers. Armoured is an overstatement. Some plating was applied before the Revolution. Now, each of the three ships are anchored in Lisbon, Vigo and La Coruhna as coastal batteries. There is no formal naval officer corps and these vessels are considered too valuable to move. In reality, nobody knows how to truly utilise them.
Around 10-15 destroyers for coastal patrol and escort duties. Each boat is organised in commune system and act independently.
1 submarine on lease from Britain for training in the Doctrine of under-sea warfare and prevention by a small group of naval officers from the international brigades.
There is no Admiralty (and consequently no Admiral of the "Fleet") and no coordination. Some Destroyers border on piracy but these are accusations from the reactionary forces.
Air Force:
1 squad of "Flying Anarchists" with its support in engineers and land crew.
The squad consists of 9 flying machines of the prime aviation era (some of them can barely fly) and 1 modern bi-plane. All of them are donation from Britain. There is heavy investment on this industry by the Confederation both in military doctrines and technology. Allegedly some of the designs can be produced in Lisbon workshops but their flying capacity is questionable. At least now the existing machines can be repaired without the need of shipping new parts from Britain.
Current Deals:
Diplomacy:
Excellent relations with Britain and New England. Exchange (one way) of expertise in military and industrial matters and a flow of volunteers dedicated to the liberation of Iberia.
No relations with totalitarian regimes.
Poor to neutral relations with everybody else depending their relations with Britain.

Yes, we produce all of those foodstuffs. As we don't engage in fractional reserve banking, and use only hard money, financial services won't be of much use to us. We are also very technologically savvy. You mention the telegraph, do you not use telephones? What are these "electronics" you speak of? We are researching uses for "diodes and Triodes" mostly based on vacuum tube technology. What do you refer to? This may interest us greatly. We produce all of the raw materials you desire and will be happy to accept hard money for them. We also make and sell X-Ray medical devices, wireless telegraphs and wireless radios. We understand that you have a large amount of gold? That is an example of an acceptable hard currency. Our primary exports are tropical agricultural products, particularly fruits, sugar, and coffee. But Congo's climate is favorable for you to produce these yourselves. Prior to the Unexplained Event, we augmented this with financial services and insurance, industries that would no doubt be happy to serve the Congolese market. We were also a hub of telegraph service, and have a thriving industry in telegraphs, radio, and other consumer electronics.*
As for import needs, while bulk foodstuffs would be welcome our most pressing needs are actually in industrial materials. Steel, Copper, Coal, and fuel oil are all not to be found in Hawaii proper, and we are very eager to acquire them, wither in finished form or in their raw materials.
Whether or not any such trade agreement is viable short term (considering the tremendous distances between our countries) My Grandmother will be very pleased to hear of your people's good will and desire for peace.
