Claiming of cultures. If you control 100% of all provinces of a certain culture for at least 50 years or at least 75% for 75 years or at least 50% for 100 years you may claim that culture as your state culture.You can claim a maximum of 2 cultures. Exceptions are Chinese culture.
 
wouldnt that mean you cant choose manchurian as its a chinese culture?
 
Russia 1733-1762

When her most glorious majesty Czarina Elizaveta Petrowna Romanova ascended the throne of holy Russia the Empire build by her father Pyotr I velikiy was on the brink of collapse. Rebellions, dissent, corruption and the plague were busily rampaging through Mother Russian and the clique around Anna Leopoldovna had put an infant onto the throne. Under the eyes of the imperial secret police Elizaveta had the decline of her loved country but finaly on she made her move... on the night of November 25, 1741, Elizaveta seized power with the help of the Preobrazhensky Regiment. Arriving at the regimental headquarters dressed in a metal breastplate over her dress and grasping a silver cross she stated, "Who do you want to serve? Me, the natural sovereign, or those who have stolen my inheritance?" Needless to say the guardsmen chose to serve Elizabeth and within a matter of hours the child-emperor Ivan V. was deposed and arrested his face hidden within a mask of iron and he himself locked up at the Imperial Fortress Schlüsselburg near St. Petersburg.

Once she had assumed regency Elizaveta worked with all her energy to undo the damage wich the previous regents had inflicted upon the Empire and to fullfill Russia's obligations to the King of Prussia. Having assumed the title Queen of Poland she also made promises of limited autonomy to her new polish subjects and vowed to re-unify the ancient kingdom of Poland. When war broke out between Austria and Prussia Elizaveta wisely chose to support Prussia wich allowed her troops to sieze Cracow. An invasion of the Swedes was repulsed as well and with the help of Prussian forces Russia was able to take Kurland. Her victorys in war were only surpassed by the more subtle yet vital economic success. Russia's trade exploded during her majesty's reign and Russia surpassed all nations but England becoming the second most powerfull economy.

Her death on January 5th 1762 left Russia mourning. No Czar before or after was as popular as Elizaveta had been...

Empress had carefully planned her succession by naming Pyotr of Holstein-Gottorp her heir and arranging a marriage between him and Sophie Auguste Friederike von Anhalt-Zerbst-Dornburg a German princess of minor nobility. Soon after her death howerver it became apparent that Pyotr III was neither a capable ruler nor would Sophie wich had been rechristened as Ekatarina fullfill the role of a faithfull wife given to her by Elizaveta. Beeing a woman of exeptional charisma and beauty her relation with Pyotr was strained as he acted childish and neglected the dutys he had as Emperor and as husband. Only after nine years the Czesarewitsch Pawel Petrowitsch was born and Peter managed to make even the Russian people his enemys by his german policy wich threatened to embroil Russia once again in a war with Austria. Pyotr beeing enamoured with everything "prussian" would have sacreficed his people only to follow the example of his great idol King Frederick of Prussia. Less than one year after Elizaveta's death Russia had to face yet another coup. Much like Elizaveta's bid for power Ekatarina wich would soone be known as Ekatarina II Velikiya manged to take over the reigns of government without spilling any blood (exept that of her husband who would soon die under in an tragic accident while beeing in custody...). Soon after ascending to the Russian throne Ekatarina had to face some serious challenges. Beeing threatened with war by the British who wanted to sieze the prosperous city of Petropavlovsk-Kamchatsky she immeadiatly started preparations to bolster Russian defenses in the far east and directing Russian policy to assure Austrian neutrality as well as Swedish and Prussian support. Unlike Elizaveta who despised the Germans (even though cooperating with Prussia at several times) Ekatarina was much more of a real-politician and while beeing considerably more distanced from Prussia than Pyotr she would keep in mind her german roots while taking advantage of every oportunity. Despite her best efforts Russian forces found themselfs woefully unprepare when the Anglo-Russian war finally broke out. Even though there were the heoric defense of Petropavlovsk in the east and the successes in Manchuria Britain's fleet proved more than a match for the Russians and soon the capital was threatened forcing the government to evacuate to Moscow as well as the execution of Ivan IV who had been imprisoned near St. Petersburg. Following the fall of St. Petersburg a series of military desasters would follow wich brought the Russian Empire to the brink of defeat and forced Ekatarina to accept an humiliating peace. Beeing the brilliant woman she was even in defeat the Czarina prepared for her revenge wich she would exact only a mere 5 years later leading to the reconquest of Kamtschatka and the prelimanary peace of Hannover between the Kingdom of England on the one side and the Russian Empire, the Kingdom of Prussia and Sweden on the other.
