Am I missing it, or is there just no Dwemer Transformation spell? There's one for Ayleid and one for Falmer, but none for Dwemer, as far as I can tell. Why is that? Is it a philosophy on the lore, that the history of the Dwemer wouldn't permit it? Yagrum Bagarn is in-game, and this is just a transformation spell, so I'm a little confused. Planned a whole playthrough around this and it doesn't seem available.

For the record, I just did everything manually to transform into a Dwemer, but why is the feature not in-game?

It used to be available as an option, but it got taken out months ago. I'd suggest just use the console and pretend like you used the spell.
 
Does the military organization law do anything other than give you negative multipliers?
The first level allows you to build a special holding upgrade in your capital to increase retinue size. The second allows you to raise up to 5 standing armies (like dynamic mercs, but vassalised by you)

In my MP game with a few friends Im playing as the empire of cyrodiil and the elder council has died out. Is the game ruined now or is it salvageable?
If you're playing on the SVN, the Emperor can take a decision to very quickly restock the Council when it drops below quorum

How do you deal with the negative province modifiers like smugglers, trolls, and bandits etc? I know that usually you could hire the fighters or thieves guild to eliminate them on the continent. Thing is I am in Atmora with no access to those guilds. I am a human taking back the kingdom from the draugrs. I cleanse evil to culture convert land I take and I am not broke.

Would this be due to being over my holding limit?

Another question, as a Human Dragon Cultist, will Draugr constantly show up in my court or if I convert all their land will they disappear?

So, something I never noticed before: almost all of the third empires emporers were not descendant from tiber septim. After his grandson was killed his line died out and it passed to tiber septims niece. Guessing if we lit the dragonfires via becoming dragonborn that line of succession would not work?

Enforcing martial law with your marshal can remove the modifiers

Am I missing something in terms of casus belli? Ended up as ruler of the Aldmeri Dominion but stuck with nothing better than single province wargoals - and kingdoms I have de jure claims on I only get duchy level wargoals. Have basically given up on that playthrough because it's insanely tedious now.

adult, landed, duke or king, not heir to an empire, not having the "warlord" or "mane" traits, not infirm/incapable/greybeard/slothful/content/humble/craven/kind, not undead.
you also cannot be older than 60, or older than 150 as a mer or tsaesci, or older than 300 while having the immortal, soulless, briarheart, hagraven or lich traits.
you also need to have at least 500 prestige
